Abstract(s)
A Política de I&D Nacional no âmbito da Defesa está assente numa Estratégia de I&D de Defesa (EI&DD), encabeçada pela Direcção Geral de Armamento e Infra-Estruturas de Defesa (DGAIED) como órgão agregador e coordenador do processo de I&D de Defesa (I&DD), e um elemento de referência no desenvolvimento dos planos de acção tendentes à sua implementação. A EI&DD permite articular o investimento público e os objectivos da I&DD, quer em termos nacionais, quer no âmbito da Organização do Tratado Atlântico Norte (OTAN), da União Europeia (UE) e dos acordos internacionais.
A Estratégia orienta e harmoniza as prioridades da Defesa Nacional e os projectos de contrapartidas referentes a I&DD, mantendo em perspectiva o desenvolvimento da capacidade do tecido científico, tecnológico e industrial nacional.
A EI&DD está alinhada com as iniciativas da UE e da OTAN, envolvendo a indústria, com competências tecnológicas de interesse para a Defesa e do Sistema Científico e Tecnológico Nacional (SCTN), que permita transmitir as orientações estratégicas tendentes à implementação de uma política de I&DD, numa lógica de procura de sinergias, potenciando a cooperação para a satisfação das capacidades militares das Forças Armadas.
As contrapartidas industriais e tecnológicas deverão ser prioritariamente orientadas para as áreas identificadas na EI&DD, bem como para outros sectores industriais e tecnológicos relevantes para o desenvolvimento da Base tecnológica e Industrial de Defesa (BTID) nacional, potenciando assim a sua competitividade e participação em projectos cooperativos internacionais nos domínios da Defesa, da Segurança, da aeronáutica, do espaço e do mar, valorizando a afectação de recursos de Defesa.
Mas Portugal ainda continua a estar na cauda dos países em termos de percentagem do PIB gasto em I&D, no número de investigadores em full time e no número de patentes por milhão de habitantes. Tem-se notado algum crescimento nos últimos anos mas que ainda não foi suficiente para que Portugal esteja, em termos globais, nos níveis dos países mais desenvolvidos da UE e da OTAN. Abstract: The Defence R&D National Policy is based on a Defence R&D Strategy (DR&DS), headed by the Directorate General of Armament and Infrastructure of Defence (DGAIED) as the organ aggregator and coordinator of the Defence R&D (DR&D) , and a reference point in the development of action plans aimed at implementation. The DR&DS allows joint public investment and the objectives of DR&D, either nationally or within the North Atlantic Treaty Organization (NATO), European Union (EU) and international agreements.
This Strategy promote and harmonize the priorities of National Defence and the Offsets projects from the DR&D, keeping in view the development of the national scientific, technological and industrial cluster.
The DR&DS is aligned with the initiatives of the EU and NATO, involving industry, with technological skills of interest to the Defence and National Scientific and Technological Cluster (NSTC), to convey the strategic guidelines aimed to implementing a policy of DR&D in a logic of seeking synergies, enhancing cooperation to meet the military capabilities of the Armed Forces.
The industrial and technology offsets should primarily be targeted to areas identified in the DR&DS as well as other industrial sectors and technological developments, relevant to the development of the national Defence Technological and Industrial Base (DTIB), thereby enhancing their competitiveness and participation in cooperative projects in the areas of international Defence, Security, Aeronautics, Space and Sea, and enhancing resource allocation for Defence.
However, Portugal still remains in the tail of countries in terms of percentage of GDP spent on R&D, in the number of researchers in full time and in the number of patents per million inhabitants. We have been seeing some growth in recent years but that still was not enough for Portugal to be positioned on the levels of the more developed countries of EU and NATO.
