Abstract(s)
A crise económica e financeira, com início em 2007 nos Estados Unidos da América,
levou a um desequilíbrio macroeconómico da economia Portuguesa, tendo conduzido
posteriormente a um pedido de assistência financeira internacional por parte de Portugal.
Tal conjuntura económica tem implicado, desde 2010, a redução generalizada do
financiamento das Administrações Públicas.
O presente trabalho analisa o impacto da crise económica e financeira nas missões
realizadas pela Marinha Portuguesa no âmbito da Segurança e Autoridade do Estado no
Mar. Para o efeito, analisam-se as relações existentes entre o Produto Interno Bruto e as
despesas de defesa, entre as despesas de defesa e o orçamento da Marinha, e entre o
orçamento da Marinha e a atividade operacional desenvolvida pela Marinha.
Os resultados do estudo evidenciam a existência da causalidade de Granger entre o
Produto Interno Bruto e as despesas de defesa, sendo a evolução das despesas de defesa
justificada pela evolução do Produto Interno Bruto. O impacto da crise económica e
financeira na atividade desenvolvida pela Marinha é evidenciado pela correlação superior,
no período compreendido entre 2010 e 2015, entre as variáveis que refletem a atividade
operacional e as variáveis orçamentais, relativamente à registada no período que antecedeu
a crise. Abstract: The economic and financial crisis, that began in 2007 in the United States of
America, led to a macroeconomic imbalance in the Portuguese economy, and subsequently
to a request for international financial assistance from Portugal. Since 2010, this
economic scenario has led to a general reduction in the general government expenditures.
This study analyses the impact of the economic and financial crisis on the missions
carried out by the Portuguese Navy in the Maritime Security and Safety and State
Authority at Sea. For this purpose, the study analyses the relationships between Gross
Domestic Product and defence expenditures, between defence expenditures and the Navy’s
budget and between the Navy’s budget and the operational activity developed by the Navy.
The results of the study show the existence of Granger’s causality between Gross
Domestic Product and defence expenditures, showing that the defence expenditures
variable is justified by Gross Domestic Product variable. The impact of the economic and
financial crisis on the activity developed by the Navy is evidenced by the higher correlation
between the variables that reflect the operational activity and the fiscal variables, between
2010 and 2015 that the correlation verified in the previously period.
