Resumo(s)
Este Trabalho de Investigação Individual pretende equacionar um modelo de Forças
Armadas para Timor-Leste, adaptável e sustentável relativamente ao contexto do Sudeste
Asiático, adequado face aos objectivos políticos do Estado, aceitável para o estrato social
da Nação Timorense e exequível atendendo aos condicionamentos económicos.
As linhas orientadoras, relativamente às questões de segurança e defesa de Timor-
Leste, são as Leis de Segurança Nacional e de Defesa Nacional, o Estatuto Orgânico das FFDTL
e o Conceito de Emprego das Forças Armadas, enquanto a base de estudo assenta no
Estudo Estratégico “Força 2020”. O modelo de Forças Armadas plasmado no Trabalho,
que diverge em aspectos concretos dos documentos referidos, é da nossa exclusiva
responsabilidade. Assim, perspectiva-se objectivar as missões e as capacidades das Forças
de Defesa, tanto na ordem interna como na vertente externa, através de uma organização e
actuação integrada, numa óptica de componentes e de comando completo. Apresenta-se
racionalidade face aos meios militares a adquirir passíveis de estruturar uma força em
concordância com as necessidades de segurança e defesa do Estado, o bem-estar das
populações e o prestígio do País. Define-se um modelo de formação e treino a pensar na
qualificação dos recursos humanos e na interacção de Timor-Leste com países amigos e
propõe-se um modelo de prestação de serviço militar que permita identificar a sociedade
timorense com os valores culturais, patrióticos e a moral cívica militar indispensáveis para
garantir o Estado de Direito.
Em síntese, o modelo de Forças de Defesa que se delineou relaciona a especificidade
do território nacional, o contexto geoestratégico do Sudeste Asiático e o relacionamento de
Timor-Leste a nível bilateral e multilateral com os objectivos estratégicos a atingir, as
missões a assumir, a estrutura a definir e os meios (humanos e materiais) a adquirir,
levando em linha de conta os anseios quotidianos da população e a sua formação
“patriótica” e as condicionantes de ordem económica do País. Abstract: This essay aims to address a model of Armed Forces for East Timor, adaptable and
sustainable in accordance with the strategic context of Southeast Asia, suitable face to the
political objectives of the State, acceptable for the social structure of the Timorese Nation
and achievable given the economic constraints.
The guidelines in relation to defense and security issues of East Timor, are the
National Security Law and the National Defense Law, the organic statute of the F-FDTL
and the Concept of Employment of the Armed Forces, while the foundation of the study is
based on the Strategic Study “Force 2020”. The model proposed for the Armed Forces in
this study, which diverge in substantive aspects from the referred documents, it is of our
sole responsibility. In this sense, I intend to point out the missions and capabilities of the
Defense Force, both in the internal as the external context, throughout an organization and
integrated action in the perspective of components and full command of the CDF. It is
presented rationality for the military means to be acquired to structure the force according
to the needs of the defense of the Timorese State, the welfare of the population and the
country’s prestige. It is defined a model for the education and training, having into account
the qualifications of the human resources and the interaction of East Timor with friendly
countries and it is proposed a model of military service whereby permits identifying the
Timorese society with cultural and patriotic values, and the civic moral needed to ensure
the Rule of Law.
In synthesis, the model of Defense Force, drafted in this study, outlined the
specificity of the national territory, the geostrategic context of Southeast Asia and the
relationship of East Timor at a bilateral and multilateral level with the strategic goals to be
achieved, the missions to be accomplished, the structure to be defined, and the means
(human and material) to be acquired. To achieve this desideratum, it is taking into account
the everyday aspirations of the people and the patriotic formation and economic constraints
of the country.
