Abstract(s)
O Trabalho visa estudar a Reconstrução e Edificação do Pilar da Defesa Nacional, com vista a obter contributos que permita a Portugal melhorar a sua participação em intervenções em estados em situação de fragilidade, no âmbito da reforma do sector de segurança e dos processos de estabilização e reconstrução.
Começamos por analisar a temática da situação de fragilidade dos estados, as ameaças e as agendas internacionais subjacentes e identificamos as razões e formas, em sentido lato, das intervenções de Portugal.
Tendo em conta que o modelo de intervenção de Portugal assentava numa Estratégia Nacional sobre Segurança e Desenvolvimento, investigamos os modelos das Organizações Internacionais e Aliados que contribuíram decisivamente e são referência para a melhoria do modelo nacional e levantamos as potencialidades e vulnerabilidades deste modelo.
Estudamos e sistematizamos os impactos das intervenções no Afeganistão, na Guiné-Bissau e em Timor-Leste, onde houve contribuição de Portugal, com base em relatórios, opiniões de especialistas e entrevistas a participantes nas missões. Verificamos que uma estratégia coerente de longo prazo, resultante da integração das agendas e estratégias internacionais e alinhada com a estratégia nacional do estado intervencionado, oferece maiores condições para o sucesso.
Concluímos que a Estratégia Nacional de Segurança e Desenvolvimento, como base do modelo de intervenção de Portugal em estados em situação de fragilidade, deverá continuar a ser implementada e operacionalizada para o que, apontamos contributos chave.
A título de conclusão final sugerimos ambém medidas complementares nos vários níveis de decisão e execução das intervenções que permitem melhorar a proficiência individual e colectiva no terreno e capitalizar a visibilidade obtida, no sentido da satisfação mais cabal dos interesses de Portugal. Abstract: This work aims to study the Reconstruction and Building of the National Defence Pillar in order to seek contributions that allow Portugal’s improvements on its participation in the interventions toward the states in situation of fragility, in the framework of the security sector reform and the stabilization and reconstruction processes.
The study commenced by analysing the fragility concept, the threats and international agenda concerned and we made out the reasons and ways of Portuguese interventions toward these situations.
Considering that Portuguese intervention model is based on the National Strategy on Security and Development, we went up to the international organisations and Allies models which have decisively influenced the national model, and might contribute for its improvement, in the near future. We have drawn up as well a list of strenghts and weakenesses from the analysis of the Portuguese model.
We studied and attempted to capture the impacts derived from the interventions in Afghanistan, Guinea-Bissau and East Timor, where Portugal also has been engaged. It has been investigated by the research based on reports and participants interviews. We came to a conclusion that a coherent long-term strategy, as the end result of the integration of international strategies and agendas fully aligned with the national strategy of the state in situation of fragility, offers better conditions for success.
We have got at the conclusion that the National Strategy on Security and Development as the basis for the Portuguese model of intervention toward the states in situation of fragility it should keep on being implemented the structures and processes, becoming more operational for what the study offers some key contributions.
By way of practical conclusion we suggested some complementary measures for several levels of decision about intervention, which fuels individual and collective proficiency on the ground and it gets along with a better value of the gathered international visibility by Portugal.
