A perpetuidade da memória institucional na Polícia de Segurança Pública: o dever de colaboração com os orgãos autárquicos

O desenvolvimento de uma política arquivística coerente e correta deve assegurar a execução e o cumprimento das demais obrigações da gestão dos acervos documentais.
As Forças de Segurança, em geral, e a Polícia de Segurança Pública, em particular, no que diz respeito ao domínio do património arquivístico e da gestão de arquivos, em todo o território nacional, assumem um papel fundamental na preservação da sua cultura institucional.
Neste trabalho procuramos refletir sobre os objetivos propostos e encontrar sustentação sólida, tendo como referência do estudo o distrito de Faro, nos seus 16 municípios, direcionando-o aos representantes das Forças de Segurança nos seus conselhos e comissões municipais, complementado com entrevistas às duas pessoas principais que considerámos ter experiência e domínio do tema.
A exigente representatividade, desde logo, pela nomeação dos comandantes locais, e o estreito dever de colaboração para com os municípios, na prossecução de políticas de desenvolvimento nas diversas matérias inerentes à segurança, constituem polos de valorização e de proveitosas fontes de informação.
A cultura policial obtida nestes órgãos procura afirmar a necessidade da guarda deste património, que pela sua natureza, constitui uma memória única e que deve perpetuar no seio da Polícia de Segurança Pública.
The development of a coherent and correct archival policy should ensure the execution and fulfillment of other obligations related to the management of documentary collections. Security Forces in general, and the Public Security Police in particular, play a fundamental role in preserving their institutional culture through the management of archival heritage and records across the national territory. In this work, we sought to reflect on the proposed objectives and find solid support, using the district of Faro and its 16 municipalities as a reference for the study. The investigation focused on the representatives of the Security Forces in their municipal councils and commissions and was complemented by interviews with two key individuals who we considered to have profound experience and knowledge on the topic. The demanding representation, which begins with the appointment of local commanders, and the strict duty of collaboration with the municipalities in the pursuit of security-related development policies, constitute valuable sources of information and pillars of enhancement. The police culture obtained within these municipal structures seeks to affirm the need to safeguard this heritage, which, by its nature, constitutes a unique memory that should be perpetuated within the Public Security Police.
