Abstract(s)
O presente trabalho efetua uma análise ao estado hodierno do processo de gestão
estratégica nas Forças Armadas, propondo contributos para melhorar o alinhamento e
respetiva governança, na formulação, na operacionalização e no controlo, da estratégia nas
Forças Armadas.
Através de uma análise documental, para o enquadramento teórico e estado da arte, a
par da realização de uma análise categorial das entrevistas semiestruturadas conduzidas a
uma amostra selecionada de especialistas em funções no processo de gestão estratégica nas
Forças Armadas, foi possível apresentar um conjunto de contributos para o alinhamento da
gestão estratégica nas Forças Armadas e respetiva governança.
Foi possível concluir, que o processo de gestão estratégica nas Forças Armadas, possui
um estado de maturidade suficientemente homogéneo, que permite a sinergia e convergência
indispensáveis para um maior alinhamento e governança, e ainda, apresentar como principais
contributos, a necessidade de implementação de doutrina militar conjunta sobre gestão
estratégica e o uso de ferramentas e tecnologias de informação conjuntas, enquadradas pelo
quadro legal vigente.
Por fim, também de realçar como contributos, a necessidade da revisão do pessoal
afeto à governança conjunta da gestão estratégica, sem esquecer a necessidade de maior
coordenação e uniformização do processo de gestão estratégica das Forças Armadas.
The present work analyses the current state of the strategic management process in the Armed Forces, proposing contributions to improve the alignment and governance in formulation, operationalization, and control of strategy in the Armed Forces. Throughout a documental analysis, for the theoretical framework and state of the art, together with a categorical analysis of the semi-structured interviews conducted to a selected sample of specialists in functions in the process of strategic management in the Armed Forces, it was possible to present a set of contributions for the alignment and governance of strategic management in the Armed Forces. It was possible to conclude that the strategic management process in the Armed Forces has a sufficiently homogeneous maturity, which allows the necessary synergy and convergence for greater alignment and governance. Finally, it is also worth highlighting as contributions, the need to review the personnel assigned to the joint governance of strategic management, without forgetting the need for greater coordination and standardization of the Armed Forces strategic management process.
