Abstract(s)
Um dos desafios contemporâneos para o exercício da segurança pública centraliza-se na gestão da incerteza e na assimetria e indeterminação da ameaça. Sendo a segurança um conceito transversal, que percorre o espetro social, desde a esfera individual à reação formal do Estado, é necessário revisitar os padrões de colaboração institucional e readequar as novas formas de resposta perante as novas formas de desvio, nomeadamente os ataques a soft targets.
Este estudo pretende aferir junto de decisores locais e policiais da cidade do Porto o seu posicionamento objetivo sobre a proteção de soft targets. Ao centralizar o estudo na cidade do Porto, com a entrevista do seu Presidente de Câmara e do seu Comandante de Polícia, conclui-se que existe sensibilidade e conhecimento sobre a necessidade de novas estratégicas para a proteção de soft targets. É reforçada a ideia que a coprodução securitária incorpora uma parte significativa de atitudes individuais, nomeadamente de cidadãos conscientes do seu papel fulcral no exercício da segurança.
One of the contemporary challenges to the exercise of public security is centered on the management of uncertainty and on the asymmetry and indeterminacy of the threat. Since security is a cross-cutting concept that traverses the social spectrum, from the individual sphere to the formal reaction of the State, it is necessary to revisit the patterns of institutional collaboration and to re-adapt the new forms of response to the forms of deviation, with a special focus on the attacks against soft targets. This study intends to assess with local decision makers – police and mayor’s office-in the city of Porto its objective position on the protection of soft targets. We centralize the study in the city of Porto, with the interview of its Mayor and his Police Commander, and we concluded that there is sensitivity and knowledge about the need for new strategies for the protection of soft targets. The idea is reinforced that safety co-production incorporates a significant part of individual attitudes, particularly of citizens aware of their central role in the exercise of security.
