Abstract(s)
Com a evolução da sociedade, a Polícia Nacional de São Tomé e Príncipe, tem sentido cada vez mais a necessidade de adequar a sua atividade as exigências da sociedade moderna. Com isto, é incontestável o papel da sociedade em influenciar a ação policial. A legitimidade na atuação é uma das exigências para uma melhoria na proteção das pessoas e dos seus bens. Há uma grande necessidade de haver um reconhecimento por parte dos beneficiários dessa atividade (os cidadãos) de que a mesma ação seja útil e necessário.
Numa organização como a Polícia Nacional de São Tomé e Príncipe, onde as suas competências são exercidas em todo o espaço territorial, a sua atuação deve ser uma marca reconhecida em qualquer espaço nacional. Num país como São Tomé e Príncipe que enfrenta algumas fragilidades, sociais e económicas, o papel da Polícia Nacional na proteção de pessoas e seus bens torna-se fundamental. Essa proteção deve respeitar o pilar essencial do Estado de direito democrático e direitos constitucionalmente protegidos.
A necessidade de preocupar-se primeiramente com a dignidade da pessoa humana na atuação e respeito pelos direitos, liberdades e garantias dos cidadãos constitui condição sine qua non para o sucesso da instituição e um maior reconhecimento do seu trabalho. Neste sentido, para que a Polícia tenha sucesso no desempenho da sua missão, e desta forma conduzir à concretização dos objetivos institucionais, todos os elementos devem consciencializar-se em pautar a sua atuação pelo respeito dos requisitos constitucionais.
As society evolves, the National Police has been feeling the need to adapt its activity to the demands of modern societies. It is without doubt that societies have an active role in influencing policing. Legitimacy is a demand for better protecting people and property. There is a need for the beneficiary of such activities (citizens) to recognize policing as useful and necessary. In an organization such as the São Tomé and Principe National Police, in which competences are exercised in all of São Tomé, the policing activity must be recognized in the full extent of the territory. In a country as São Tomé and Principe, that currently faces some social and economic fragilities, the role of its Police in protecting people and property is of substance. This protection must abide the essential pillars of the democratic State and the constitutionally protected rights. For the police institution to succeed and for its work to be recognized it must worry beforehand with the basic human dignity and fundamental constitutional rights in what policing activities are concerned. Therefore, for the Police to succeed in performing its mission, and to contribute to accomplish institutional goals, all policemen must abide by the requirements of the democratic State under the rule of Law.
