Abstract(s)
Um dos maiores desafios dos líderes mundiais contemporâneos é o de gerir sem
grandes convulsões, instabilidade ou guerra a mudança para a nova estrutura do sistema
internacional que as crescentes capacidades dos chamados BRIC (Brasil, Rússia, Índia e
China) permitem antever. Neste contexto, as instituições que regulam as interdependências
regionais e globais poderão ter um papel muito importante, tornando mais fácil gerir
inevitáveis diferendo, deste modo diminuindo a probabilidade de ocorrência de fenómenos
de polarização do sistema internacional.
Neste estudo começamos com uma reflexão sobre os problemas globais da
actualidade a que a ordem internacional tem de responder para garantir a estabilidade
mundial. Apresentamos a seguir algumas potencialidades dos BRIC que sugerem a
assunção de papéis mais interventivos destes países na regulação do sistema internacional;
sem esquecer, todavia, alguns factores que condicionam tais papéis. Analisando o grau de
conformação dos BRIC com algumas das principais instituições de regulação do sistema
internacional, apresentamos dois cenários que visam discutir formas de melhorar o
funcionamento da ordem internacional existente. Finalmente, reflectimos sobre
oportunidades e riscos para Portugal resultantes dos possíveis cenários.
Concluímos defendendo que se os BRIC assumirem nos mecanismos de regulação
do sistema internacional maiores responsabilidades, mais consentâneas com as suas
capacidades crescentes e o seu potencial de representatividade e legitimidade, é mais
provável que o multilateralismo funcione bem e que a transição para uma nova estrutura de
distribuição do poder no sistema decorra sem graves perturbações da ordem mundial. Uma
vez que o projectado crescimento económico dos BRIC deverá ser progressivo, e que os
quatro países já têm um papel não negligenciável na ordem vigente, a ordem internacional
em vigor tem flexibilidade para, com algumas adaptações, acomodar esse crescimento. Abstract: One of the greatest challenges of contemporary world leaders is to manage without
big convulsions, instability or war the change to the new structure of the international
system that the growing capabilities of the so called BRIC (Brazil, Russia, India and
China) allow to anticipate. In this context, the institutions that regulate regional and global
mutual dependences may have a very important role, making it easier to manage
unavoidable disagreements, therefore diminishing the likelihood of polarization of the
international system.
In this paper we start with a reflection on existing global problems that must be
addressed by the international order to assure global stability. Secondly, we present some
strengths of BRIC that suggest assumption of more assertive roles by these countries in the
regulation of the international system; without forgetting, however, some constraining
factors to such roles. Thirdly, analysing conformation of BRIC with some of the main
international system regulation institutions, we present two scenarios allowing for
discussion of ways to improve functioning of the current international order. Finally, we
reflect on risks and opportunities to Portugal resulting from those possible scenarios.
We argue that if BRIC assume a greater share of responsibility in the international
system regulation institutions, more adjusted to their growing capabilities and legitimacy,
it is more likely that multilateralism works well and that the transition to a new structure of
the international system occurs without great turbulence affecting the world order. Given
the fact that BRIC economic capabilities should grow progressively, and that they already
have a significant role in existing order, international order has flexibility to accommodate,
with a few adjustments, the rise of BRIC.
