Abstract(s)
A prevenção da criminalidade e a necessidade de responder às exigências da
sociedade tem motivado mudanças nas organizações policiais, levando à adoção
de novos modelos de policiamento, nomeadamente o de proximidade, cujas
características implicam empowerment. O empowerment dos agentes de
proximidade reflete o conjunto de ações que lhes são delegadas e lhes conferem
poder para tomar decisões no âmbito do seu trabalho, com autonomia e
responsabilidade.
Neste relatório é analisado o empowerment que os agentes de proximidade
detêm e que efetivamente exercem, através da aplicação de 57 questionários aos
próprios e aos supervisores locais do Comando Distrital de Setúbal. Os resultados
obtidos apontam para a existência de elevados níveis de empowerment dos
agentes de proximidade neste Comando, realizando quase diariamente a maioria
das tarefas para as quais lhes é atribuído poder. Foram encontradas evidências
da não execução de determinadas tarefas de acordo com a pertença às EPAV ou
EPES. Pontualmente, identificaram-se falta de condições para a existência de
empowerment, concretamente ao nível do acesso à informação, apoio e recursos.

The empowerment of police community officers reflects the set of actions that are delegated to them and give them power to make decisions within their work, with autonomy and responsibility.
