Abstract(s)
Um dos maiores desafios das sociedades da atualidade é o problema da escassez dos
recursos naturais. Uma vez que estes não acompanham o crescimento da população, torna-
se imprescindível o desenvolvimento de estratégias de economia circular. Ao contrário do
modelo tradicional (linear), o seu principal objetivo é manter os materiais que compõem um
produto que chega ao fim de vida, no seio da economia, podendo ser usados várias vezes, e,
assim, criando valor acrescido. A atividade turística é uma das principais atividades
económicas do mundo de hoje e, como tal, não constitui exceção ao modelo de economia
circular, numa perspetiva de orientação para a sustentabilidade.
Tendo por base o pressuposto da economia circular como fator de sustentabilidade do setor
do turismo, foi definido como objetivo geral da presente investigação, analisar a existência e
a concretização de políticas de Economia Circular nas empresas/organizações do segmento
de atividade Alojamento, Restauração e Similares, no Concelho de Setúbal, e como objetivos
específicos, identificar o perfil dos responsáveis por essas empresas/organizações; identificar
o perfil dessas mesmas entidades; verificar se nestas existem práticas de economia circular;
identificar as motivações que levam os seus responsáveis a adotar ou não estas práticas; e
analisar o que podem as instituições de ensino superior, como o Instituto Politécnico de
Setúbal (IPS), fazer para ajudar as empresas/organizações a ultrapassar estas dificuldades e
obstáculos.
Para o desenvolvimento do presente estudo foi utilizada uma abordagem quantitativa, tendo
a informação sido obtida através da aplicação do inquérito por questionário a uma amostra
por conveniência, constituída por 200 empresas/organizações do setor, no concelho de
Setúbal, com 45 respostas consideradas válidas para tratamento estatístico através do
programa informático SPSS. Para a definição da metodologia e construção do próprio
inquérito por questionário, foi determinante a fase de definição da problemática e da revisão
de literatura, a qual incidiu sobre três conceitos fundamentais: o Turismo, a Sustentabilidade
no Turismo e a Economia Circular.
Este estudo permitiu perceber que as empresas/organizações do segmento de atividade
Alojamento, Restauração e Similares, do setor Turismo, no Concelho de Setúbal, estão a
orientar a sua atuação para a sustentabilidade, adotando políticas de economia circular,
nomeadamente em alguns aspetos concretos como no que diz respeito à redução do plástico
e à utilização de materiais reutilizáveis, considerando aspetos culturais, financeiros, tecnológicos e humanos como os que mais influenciam a adoção destas práticas e olhando
para o IPS como parceiro fundamental em termos de sensibilização e divulgação.
Extravasando para o universo nacional, conclui-se que, por um lado, já foi iniciado um caminho
no sentido da sustentabilidade por parte das empresas/organizações do setor e segmentos
considerados, através da adoção de práticas próprias da economia circular, mas, por outro,
ainda existe um longo caminho a percorrer nesta matéria, sendo, para o efeito, fundamental
um trabalho em parceria entre estas empresas/organizações, as instituições de ensino e os
poderes local e nacional.
One of the biggest challenges facing society today is the scarcity of natural resources. As these are not keeping pace with population growth, it is essential to develop circular economy strategies. In contrast to the traditional (linear) model, its main objective is to keep the materials that make up a product at the end of its life within the economy, so that they can be used several times and thus create added value. Tourism is one of the most important economic activities in the world today and as such is no exception to the circular economy model from a sustainability perspective. Based on the assumption of the circular economy as a sustainability factor in the tourism sector, the general objective of this research was to analyse the existence and implementation of circular economy policies in companies/organisations in the accommodation, catering and similar activities segment in the Municipality of Setúbal, and as specific objectives, to identify the profile of the managers of these companies/organisations; to identify the profile of these same entities; to verify whether there are circular economy practices in these entities; to identify the motivations that lead their managers to adopt or not adopt these practices; and to analyse what higher education institutions, such as the Instituto Politécnico de Setúbal (IPS), can do to help companies/organisations to overcome these difficulties and obstacles. For the development of this study, a quantitative approach was used, and the information was obtained through the application of a questionnaire survey to a convenience sample of 200 companies/organisations in the sector in the Municipality of Setúbal, with 45 responses considered valid for statistical treatment using SPSS software. For the definition of the methodology and the construction of the questionnaire survey itself, the problem definition and literature review phase were crucial, focusing on three fundamental concepts: Tourism, Sustainability in Tourism and Circular Economy. This study has made it possible to observe that companies/organisations in the accommodation, catering and related activities segment of the tourism sector in the Municipality of Setúbal are orienting their actions towards sustainability, adopting circular economy policies, in some concrete aspects such as the reduction of plastic and the use of reusable materials, considering cultural, financial, technological and human aspects as the most influential in the adoption of these practices, and considering the IPS as a fundamental partner in terms of awareness and dissemination. Extrapolated to the national universe, it can be concluded that, on the one hand, companies/organisations in the sectors and segments considered have already started down the path of sustainability by adopting practices specific to the circular economy, but that, on the other hand, there is still a long way to go in this matter and that it is essential to work in partnership between these companies/organisations, educational institutions and local and national authorities.
