Num contexto internacional que prioriza um aumento nos investimentos em Defesa,
como forma de garantir a proteção da vida humana, é importante avaliar se os recursos
humanos, financeiros e materiais que são colocados à disposição dos serviços públicos estão
alinhados com os objetivos estabelecidos.
Atendendo a essa realidade, a presente investigação analisa a estratégia do Serviço de
Busca e Salvamento Aéreo (SBSA), através da abordagem Ends-Ways-Means, e avalia o seu
desempenho numa ótica de Value-for-Money, nas vertentes de economia, eficiência e
eficácia.
Este estudo tem como objetivo propor contributos para a otimização do SBSA
seguindo uma estratégia de investigação mista, um raciocínio dedutivo e indutivo, e um
desenho do tipo estudo de caso.
Através das informações recolhidas fundamentadas na análise documental, análise de
dados e análise de conteúdo de 16 entrevistas semiestruturadas, foi possível concluir que o
SBSA é adequado às necessidades do país, na medida em que assegura os compromissos
nacionais e internacionais assumidos, acrescenta valor em termos económicos, promove a
eficiência e a eficácia, e contribui para o reforço da segurança nacional.
Foi possível identificar, através da análise TOWS (Threats, Opportunities,
Weaknesses, and Strengths) efetuada, cinco Linhas de Ação que permitem otimizar o
funcionamento do SBSA.
In an international context which prioritizes an increase in investments in Defense, as a way of guaranteeing the protection of human life, it is important to assess whether the human, financial and material resources that are made available to the public services are in line with the established objectives. Given this reality, this investigation analyzes the strategy of the Air Search and Rescue Service (ASARS), through the Ends-Ways-Means approach, and evaluates its performance, from a Value-for-Money perspective, in the areas of economy, efficiency and effectiveness. This study aims to propose contributions to optimize the ASARS, following a mixed research strategy, a deductive and inductive reasoning, and a case study design. Through the information collected, based on document analysis, data analysis and content analysis of 16 semi-structured interviews, it was possible to conclude that the ASARS is suitable for the country's needs, as it ensures the national and international commitments assumed, adds value in economic terms, promotes efficiency and effectiveness, and contributes to strengthening national security. It was possible to identify, through the TOWS (Threats, Opportunities, Weaknesses, and Strengths) analysis carried out, five Lines of Action which allow the optimisation of the ASARS’s functioning.
