Abstract(s)
O presente estudo, constitui o trabalho final do mestrado em Segurança e Saúde no Trabalho e centra-se na análise da implementação das Medidas de Autoproteção existentes, de
um estaleiro no setor da indústria, avaliando a sua conformidade com os requisitos legais e a sua eficácia na gestão de emergências, mediante a avaliação da situação atual e da sugestão de medidas corretivas e/ou complementares, de forma a enquadrar e cumprir as exigências regulamentares estabelecidas na legislação nacional aplicável à Segurança Contra Incêndios em Edifícios. Para isso, considera as exigências legais, nomeadamente o Regime jurídico da segurança contra incêndio em edifícios e o Decreto-Lei n.º 220/2008, propondo melhorias para adequar o Plano de Segurança Interno às especificidades do ambiente de trabalho. Definiu-se a seguinte pergunta de partida: As atuais Medidas de Autoproteção cumprem com os requisitos legais? Deste modo, foram delineados os seguintes objetivos específicos, foi realizado o levantamento das instalações, a atualização do Plano de Segurança Interno, a revisão dos recursos humanos e materiais, a elaboração de folhetos e ação de sensibilização, o desenvolvimento de um manual de formação e a execução de um simulacro interno. Com base nos resultados obtidos, conclui-se que as Medidas de Autoproteção implementadas cumprem, em grande parte, os requisitos legais, mas foram identificadas necessidades de melhoria, quer no plano dos recursos humanos, nível de formação, e inexistência de simulacros de forma a validar procedimentos de emergência, testar recursos humanos e materiais. Este projeto permitiu reforçar a cultura de segurança, aumentar a preparação organizacional e promover um ambiente de trabalho mais seguro e eficiente.
The present study constitutes the final project of the Master’s degree in Occupational Safety and Health and focuses on the analysis of the implementation of existing self-protection measures at a Shipyard site within the industrial sector, assessing their compliance with legal requirements and their effectiveness in emergency management. This assessment is carried out through the evaluation of the current situation and the proposal of corrective and/or complementary measures, in order to align with and comply with the regulatory requirements established in the national legislation on Fire Safety in Buildings. To achieve this, the study considers the applicable legal requirements, namely the Legal Framework for Fire Safety in Buildings and Decree-Law No. 220/2008, proposing improvements to adapt the Internal Safety Plan to the specific characteristics of the work environment. The following research question was defined: Do the current Self-Protection Measures comply with legal requirements? Accordingly, the following specific objectives were established: conducting a comprehensive assessment of the facilities, updating the Internal Safety Plan, reviewing human and material resources, developing informational brochures and awareness campaigns, preparing a training manual, and carrying out an internal emergency drill. Based on the results obtained, it is concluded that the implemented Self-Protection Measures largely comply with the legal requirements; however, several areas for improvement were identified, particularly regarding human resources management, training levels, and the absence of emergency drills to validate procedures and test both human and material resources. This project contributed to strengthening the safety culture, enhancing organizational preparedness, and promoting a safer and more efficient work environment.
