Ao longo das últimas décadas, os sistemas de videovigilância têm sido cada vez mais utilizados pelas polícias devido às suas potencialidades na prevenção, repressão e investigação criminal, entre outras. Nesta senda, a Câmara Municipal da Amadora e a Polícia de Segurança Pública consideraram que a utilização de um sistema de videovigilância na via pública seria a ferramenta ideal para contrariar o aumento da criminalidade e do sentimento de insegurança. Considerando que enquanto técnica de prevenção situacional a sua eficácia pode variar mediante o local e os tipos de crime, bem como o facto da avaliação da necessidade de instalação destes sistemas se fundamentar em grande medida em estatísticas criminais, torna-se fundamental avaliar a eficácia dos sistemas instalados. Deste modo, o presente estudo visou averiguar se o Sistema de Videovigilância Urbana do Concelho da Amadora produziu efeitos na criminalidade ocorrida na freguesia de Águas Livres, Amadora, tendo para isso utilizado métodos de estatística descritiva e inferencial. Das análises efetuadas e dos resultados obtidos foi possível concluir que o CCTV contribuiu para a redução da criminalidade, destacando-se a redução em 2018 de 23,8% nos roubos na via pública (exceto esticão) e de 18,6% nos crimes de roubo por esticão. Uma vez que a eficácia destes sistemas pode variar mediante os locais e os tipos de crime, e tendo em conta as características específicas de cada freguesia, urge a avaliação do impacto na criminalidade deste sistema nas restantes freguesias para que se possa avaliar e, se necessário, reajustar o sistema em funcionamento.
Over the past few decades, video surveillance systems have been increasingly used by the police due to their potential in prevention, repression, criminal investigation, among others. On this path, the Amadora City Council and the Polícia de Segurança Pública considered that the use of a video surveillance system on public roads would be the ideal tool to contradict the increase in crime and the feeling of insecurity. Considering that as a situational prevention technique, its effectiveness may vary according to the location and types of crimes, as well as the fact that the assessment of the need to install these systems is largely based on criminal statistics, it is essential to evaluate the effectiveness of installed systems. Thus, the present study aimed to investigate whether the Urban Video Surveillance System in the Municipality of Amadora produced effects on the criminality that occurred in the parish of Águas Livres, Amadora, using descriptive and inferential statistics methods. From the analyzes carried out and the results obtained, it was possible to conclude that CCTV contributed to the reduction of crime, highlighting the reduction in 2018 of 23.8% in robbery on public roads (except robbery by sudden snatching) and 18.6% in crimes of robbery by sudden snatching. Since the effectiveness of these systems can vary according to the locations and types of crime, and taking into account the specific characteristics of each parish, urges the evaluation of the impact on the criminality of this system in the remaining parishes in order to be able to evaluate and, if necessary, readjust the system in operation.
