| dc.description.abstract | À era da informação estão subjacentes novos desafios para as instituições que suportam os Estados, entre as quais a Polícia de Segurança Pública (PSP). O policiamento orientado pelas informações (POI) surge como uma opção estratégica para fazer face esta nova conjuntura. A literatura sugere uma operacionalização do POI concretizada pela interação entre três agentes: informações, contexto de atuação policial e decisor. Os órgãos de informações policiais interpretam o contexto de atuação policial para produzir informações que, sendo adequadas às necessidades dos decisores, influenciam a sua tomada de decisão sobre as estratégias mais adequadas à garantia da segurança. A presente investigação científica exploratória, descritiva e correlacional pretende aferir se o policiamento da Divisão Policial de Sintra (DPS) é orientado localmente pelas informações produzidas pela Secção de Informações (SInfo). Para o efeito, recorremos ao método quantitativo de análise do inquérito por questionário e ao método qualitativo para analisar as entrevistas aos elementos policiais com conhecimento sobre o tema. Os resultados mostram uma implementação incompleta do POI na DPS, em virtude do incumprimento integral da relação de intenção entre o decisor e as informações. Revelaram também que a principal causa de não aplicabilidade do POI na DPS deve-se às dificuldades culturais e organizacionais de implementação do POI na PSP. Não obstante, concluiu-se que o policiamento da DPS é influenciado e potenciado pela utilização das informações produzidas pela SInfo daquela divisão policial. | pt_PT |
| dc.description.abstract | The information age brings new challenges to the different institutions that support states, such as the Polícia de Segurança Pública (PSP). Intelligence-led Policing (ILP) emerges as a strategic option to address this new situation. The literature suggests an operationalization of the ILP, concretized by the interaction between three elements: intelligence, the context of police action and decision maker. Police intelligence services interpret the context of police action to produce information. This information is appropriate to the needs of decision makers, and influences their decision-making process regarding the adequate strategies to guarantee security. The present exploratory, descriptive and correlational scientific research intends to verify if the policing of the Police Division of Sintra (DPS) is guided locally by the information produced by the Information Section (SInfo). For this purpose, we used the quantitative method for statistical treatment of the questionnaire results, as well as the qualitative method for the interviews to police elements. The results show an incomplete implementation of the ILP in DPS, due to the non-fulfillment relationship of intention between the decision-maker and the Police intelligence services. The results also revealed that the main cause of non-applicability of the ILP in the DPS derives from the cultural and organizational difficulties of implementing the ILP in the PSP. Nevertheless, it was concluded that the intelligence produced by DPS's SInfo influences and improves its policing. | pt_PT |
