Abstract(s)
O presente estudo debruça-se sobre a génese e o desenvolvimento do Complexo Aeronáutico
de Ponte de Sor, onde procurámos expor o passado, relatar o presente e apontar o futuro, de
um caso único, em Portugal, que procura contribuir para colocar o Alentejo como ator central
do panorama aeronáutico nacional. Ponte de Sor é o testemunho de que existem regiões
ambiciosas, no interior do país, que apostam em setores competitivos e inovadores, como
forma de desenvolver as suas comunidades, valorizar os seus recursos e procurar a criação de
riqueza, através da oferta de postos de trabalho. A investigação teve como objetivos relatar a génese do Aeródromo, identificar as estratégias que contribuíram para o sucesso do
desenvolvimento do CAPS, explorar as suas oportunidades de negócio, analisar o seu impacto
a nível económico e social na cidade, na tentativa de traçar uma visão prospetiva sobre os seus
desafios. No capítulo 1, apresenta-se o enquadramento teórico que aborda temáticas como os
aeródromos em Portugal, a génese do Aeródromo de Ponte de Sor, as suas condições
operacionais e socioeconómicas, as suas valências, a problemática do despovoamento no
interior de Portugal, os fatores de tomada de decisão na localização das atividades económicas
e das estratégias de desenvolvimento local. No capítulo 2, descreve-se o estudo empírico
realizado, de cariz qualitativo, centrado em cinco participantes envolvidos na génese e no desenvolvimento do CAPS, onde através de entrevistas semidiretivas se recolheram os dados
acerca dos temas destacados para o estudo, os quais foram, posteriormente, sujeitos a uma
análise de conteúdo. No capítulo final, os resultados obtidos salientam o percurso estratégico
delineado pelo Município, focado na atração de investimentos externos, oferta de condições infraestruturais e de localização exímias, e promoção das suas valências e argumentos
competitivos a nível nacional e internacional, com o intuito de potenciar sinergias e
complementaridades em rede entre empresas que aprofundem a clusterização e a
internacionalização do CA e, consequentemente, do concelho, procurando colmatar a
problemática do despovoamento do interior, através da atração de recursos humanos e da
qualificação dos jovens, com a aproximação aos institutos de ensino superior. São, ainda,
apontados desafios futuros, que permitirão criar massa crítica e encaminhar o CA e a cidade de Ponte de Sor para um desenvolvimento sustentável.
This study focuses on the genesis and development of Ponte de Sor Aeronautical Complex, where we have tried to expose the past, report the present and point to the future, of a unique case in Portugal, which seeks to contribute to place the Alentejo as a central player in the national aeronautical scene. Ponte de Sor is the testimony that there are ambitious regions in the interior of the country that bet on competitive and innovative sectors, as a way to develop their communities, value their resources, and search for the creation of wealth, through job offer. The research aimed at reporting the genesis of the Aerodrome, identifying the strategies that contributed to the successful development of CAPS, exploring its business opportunities, analyzing its economic and social impact on the city, in an attempt to trace a prospective vision about its challenges. Chapter 1 presents the theoretical framework that addresses issues such as the aerodromes in Portugal, the genesis of Ponte de Sor Aerodrome, its operational and socioeconomic conditions, its valences, the problem of depopulation in the interior of Portugal, the decision-making factors in the location of economic activities and local development strategies. In chapter 2, we describe the empirical qualitative study carried out, which focused on five participants involved in the genesis and development of CAPS, where we collected data through semi-directive interviews about the themes highlighted for the study, which were submitted to further content analysis. In the final chapter, the results obtained highlight the strategic path outlined by the municipality, focused on attracting foreign investment, offering infrastructure conditions, excellent location, and promotion of its assets and competitive arguments at national and international level, in order to enhance synergies and complementarities in network among companies that deepen the clustering and internationalization of the CA, looking forward to overcoming the problem of depopulation of the interior, through the attraction of human resources and academic qualification of youngsters, with the approach to higher education institutes. Future challenges are also pointed out, which will enable the creation of critical mass/brains, this way, undoubtedly, leading the CA and Ponte de Sor to a sustainable development.
