Portugal, enquanto país atlântico, enfrenta o imperativo estratégico de consolidar a sua
presença no Mar através de uma Marinha tecnologicamente avançada, capaz de assegurar a
defesa, segurança e exploração sustentável do vasto espaço marítimo sob sua jurisdição. Este
trabalho analisa o papel determinante do Sistema Nacional de Ciência e Tecnologia (SNCT)
na promoção dessa capacidade, evidenciando a relevância da Investigação e
Desenvolvimento aplicados ao domínio da Marinha.
Recorreu-se a uma metodologia qualitativa, com base em análise documental e
entrevistas semiestruturadas, que permitiram identificar entidades do SNCT com impacto no
mar, avaliar a interação com a Marinha e propor medidas de reforço da cooperação. A análise
SWOT realizada destaca a necessidade de uma maior integração estratégica para potenciar
sinergias. Os resultados mostram que o SNCT não só apoia o desenvolvimento tecnológico
da Marinha, como constitui um pilar fundamental para a inovação e modernização dos seus
sistemas e operações.
Conclui-se que, com um SNCT forte e orientado para as necessidades marítimas
nacionais, a capacidade da Marinha de responder aos desafios do século XXI será reforçada,
torna-se, porém essencial investir e coordenar esforços em torno deste sistema para assegurar
uma Marinha tecnologicamente avançada.
Portugal, as an Atlantic country, faces the strategic imperative of consolidating its maritime presence through a technologically advanced Navy, capable of ensuring the defence, security, and sustainable exploitation of the vast maritime space under its jurisdiction. This study analyses the decisive role of the National Science and Technology System (NSTS) in promoting this capability, highlighting the relevance of Research and Development applied to the naval domain. A qualitative methodology was employed, based on document analysis and semi structured interviews, which enabled the identification of NSTS entities with maritime relevance, the assessment of their interaction with the Navy, and the proposal of measures to strengthen cooperation. The SWOT analysis conducted underscores the need for greater strategic integration to enhance synergies. The results show that the NSTS not only supports the Navy's technological development but also constitutes a fundamental pillar for the innovation and modernization of its systems and operations. It is concluded that with a strong NSTS, oriented towards national maritime needs, the Navy’s capacity to address 21st century challenges will be enhanced; however, it is essential to invest in and coordinate efforts around this system to ensure a truly technologically advanced Navy.
