Abstract(s)
O setor florestal, sendo o principal uso do solo no territĂłrio PortuguĂŞs, tem uma importância indiscutĂvel na economia do PaĂs e um elevado valor ambiental, nomeadamente na utilização da biomassa florestal. Para alĂŠm do crescente abandono da floresta e acumulação de combustĂvel, da diminuição e subaproveitamento da produção florestal, da excessiva fragmentação da propriedade florestal e da falta de rentabilidade, verifica-se tambĂŠm o aumento da intensidade e da frequĂŞncia de incĂŞndios de maiores dimensĂľes, na Ăşltima dĂŠcada. Sendo o fogo muito impactante na organização da floresta, torna a produção florestal um negĂłcio arriscado e, perante os problemas estruturais e fatores socioeconĂłmicos e climĂĄticos que afetam a mesma, um mecanismo e sistema de seguro de incĂŞndio florestal pode desempenhar um papel importante para a estabilidade do rendimento dos recursos garantindo, assim, a sua sustentabilidade.
Desta forma, um seguro de incĂŞndio florestal devidamente estruturado com regras alinhadas com as orientaçþes legislativas, poderĂĄ potenciar a diminuição do risco de incĂŞndio e contribuir para tornar as atividades florestais mais sustentĂĄveis e lucrativas, aligeirando tambĂŠm o custo estrutural do Estado com prevenção, combate, indemnizaçþes e recuperaçþes. Atualmente, um seguro de incĂŞndio florestal nĂŁo ĂŠ consensual e a sua aceitação ĂŠ pouco frequente. Efetivamente nĂŁo ĂŠ um processo simples nem fĂĄcil em virtude dos fatores acima elencados e para alĂŠm da estrutural insuficiĂŞncia de prevenção, gestĂŁo, planeamento ou ordenamento do territĂłrio e tambĂŠm dos custos envolvidos. Pretende-se, assim, definir um modelo de seguro de incĂŞndio florestal de fĂĄcil e transparente aplicabilidade, exequibilidade e viabilidade, com o objetivo comum e nacional da redução da ĂĄrea ardida, garantindo-se a sustentabilidade produtiva com recurso adicional a mecanismos financeiros de gestĂŁo do risco. AlĂŠm do mais, pretende-se posicionar a indĂşstria seguradora como um verdadeiro agente de proteção civil tendo um papel efetivo na contribuição para a defesa da floresta e a problemĂĄtica dos incĂŞndios florestais a nĂvel nacional.
The forestry sector, being the main land use in the Portuguese territory, has an indisputable importance in the country's economy and a high environmental value, namely in the use of forest products. In addition to the growing abandonment of the forest and the accumulation of fuel, the decrease and underutilization of forest production, the excessive fragmentation of forest property and the lack of profitability, there is also an increase in the intensity and frequency of larger fires in the last decade. Since fire is very impactful in the organization of the forest, it makes forestry production a risky business and, given the structural problems and socioeconomic and climatic factors that affect it, a forest fire system and insurance mechanism can play an important role for the stability of the income of the resources, thus guaranteeing its sustainability. In this way, a forest fire insurance duly structured with rules in line with the legislative guidelines, may enhance the reduction of fire risk and contribute to making
forest activities more sustainable and profitable, also lightening the structural cost of the State with prevention, combat, compensation and recoveries. Currently, forest fire insurance is not consensual and its acceptance is infrequent. In fact, it is not a simple or easy process due to the factors listed above and in addition to the structural insufficiency of prevention, management, planning or spatial planning and also the costs involved. It is intended, therefore, to define a forest fire insurance model of easy and transparent applicability and feasibility with the common and national objective of reducing the burnt area, ensuring productive sustainability with additional resource to financial risk management mechanisms. Furthermore, it is intended to position the insurance industry as a true civil protection agent, having an effective role in contributing to the defense of the forest and the problem of forest fires at the national level.
