Abstract(s)
Esta investigação recai sobre a capacidade de resposta das Equipas de Investigação e Inquérito que assumem um
papel crucial na recolha de informações decorrente da sua faceta de proximi dade com a população. Pretende- se cativar
as atenções sobre as Equipas de Investigação e Inquérito que, apesar de cumprirem diariamente as tarefas que lhes
são atribuídas, muitas vezes o fazem sem as condições ideais que lhes deveriam ser fornecidas. Neste sentido os
principais objectivos deste trabalho são identificar os problemas que possam influenciar a capacidade de resposta
destas Equipas assim como, o lugar que as mesmas ocupam na estrutura da Investigação Criminal. No que concerne à
estrutura do trabalho, numa primeira parte, procede- se ao enquadramento teórico e institucional das temáticas que o
envolvem e, numa segunda parte, apresentam - se os dados relativos ao trabalho de campo, através da aplicação de
inquéritos por entrevistas e questionários a uma amostra de 74 militares onde se efectuou a correspondente análise e
interpretação dos mesmos, utilizando - se deste modo uma metodologia científica. No final deste estudo, verificou - se que
a capacidade de resposta destas equipas apresenta algumas lacunas no que diz respeito, principalmente, à falta de
efectivo e à formação. Existem Postos Territoriais cujas Equipas de Investigação e Inquérito não estão ainda
constituídas. Por outro lado, naqueles onde estas existem, os militares que as constituem acumulam, na grande maioria
das vezes, outras funções, sendo o Atendimento a que se verifica com maior incidência. Relativamente à formação,
verifica-se ainda a existência de muitos elementos sem qualquer curso de formação ou então apenas com acções de
formação ou estágios de subespecialização.
Abstract This investigation falls on the Inquiry and the Investigation Team´s ability to respond. These play a vital role in gathering information due to their close relationship with the community. This study aims to attract attention to these Inquiry and Investigation Teams who, despite fulfilling the daily tasks assigned to them, often do so without the ideal conditions with they should be provided. In this sense, the aim of this study is not only to id entify the problems that may influence these teams´ ability to respond but also to identify their place within the Criminal Investigation structure. Concerning the structure of this study, in the first part, we proceeded to the theoretical and institutiona l framework surrounding the issues that involve it, whereas, in the second part, we present the data regarding field work, through of interviews and questionnaires surveys to a sample of 74 military where we carried out the corresponding analysis and interpretation, thereby using a scientific methodology. At the end of this study, it was evident that these teams´ ability to respond has some short comings, especially in regards to a shortage of contingent and training. There are Territorial Posts whose Inqui ry and Investigation Teams are not established yet. On the other hand, which they are felt, the military accumulate other functions and Treatment has the highest incidence. Relatively to training, there are some elements without any course or just with subspecialization stages.
