A crescente implementação de veículos aéreos não tripulados, habitualmente
denominados de Drones ou Veículos Aéreos Não Tripulados (UAV’s), no presente
quotidiano, tanto civil como militar, demonstra que esta recente indústria em emergente
crescimento veio para ficar. Áreas como a cinematografia, o transporte de bens, a
vigilância e segurança, demonstram algumas das aplicações que esta tecnologia
acomoda.
As forças armadas conseguem através destes aparelhos promover diversas ações
de intelligence, surveillance e ataque evitando expor vidas ao perigo, diminuindo assim
a quantidade de potenciais baixas em serviço. Exemplo destes feitos foram observados
durante a guerra contra o terrorismo no Afeganistão, onde eram utilizados UAVs no
apoio às operações executadas por unidades de forças especiais, e auxiliando durante
essas missões servindo de "Big Brother", oferecendo um constante olhar sobre a Área
de Operações.
Para a Marinha de Guerra Portuguesa, o emprego destas aeronaves para as
missões de fiscalização marítima poderá tornar-se uma mais-valia. Estas poderão
realizar uma filtragem inicial das embarcações no mar, promovendo a compilação do
panorama e a maximização dos esforços de vistoria. Para as missões de Busca e
Salvamento estes meios de suporte aéreo poderão manter uma patrulha constante sobre
as áreas de tráfego mais denso, interesse nacional, auxiliando na obtenção da situação
operacioanl, podendo acelerar o início das buscas.
Assim a investigação vai incidir no estudo da viabilidade de um dispositivo de
aeronaves ao longo da costa, semelhante ao já existente dispositivo naval padrão. Para
tal, serão efetuadas análises ao tráfego marítimo ao longo da costa portuguesa, às zonas
de pesca, bem como, uma análise aos acidentes marítimos em função das capacidades
dos Drones existentes.
The growing implementation of unmanned aerial vehicles, usually called Drones or UAVs, in the present day, both civilian and military worlds, shows that this recent emerging industry is has come to stay. Areas such as cinematography, transport of goods, surveillance and security are some of the applications of this technology. The armed forces can through these devices promote their actions of reconnaissance and security, without the need to expose lives to danger, thus decreasing the number of potential casualties in service. Examples of these achievements were observed during a war against terrorism in Afghanistan, where Unmanned Aerial Vehicles help with the reconnaissance of the area of operations before special units were employed, and assisting during these missions by serving as "Big Brother", taking a constant look at the Operations Area. In the Portuguese Navy, the use of these aircraft for maritime control missions may become an asset. These can be used to perform an initial filtering of vessels at sea, promoting the compilation of the area of operations an helping maximization of the inspection efforts. For search and rescue missions, these means of air support, which maintain a constant patrol over the areas of interest, and used to formulate a first operational situatuion when a man overboard alarm is triggered, can accelerate the start of searches. Thus, this investigation will focus on studying the feasibility of creating an aircraft schema along the coast similar to the already existing standard naval schema. To achieve that, an analysis will be made to the maritime traffic along the Portuguese coast, of fishing and merchant traffic as an analysis to the number of maritime accidents and men overboard; depending on the capabilities of existing Drones
