Abstract(s)
O presente trabalho reveste-se de importância fundamental já que permite compreender melhor as recentes iniciativas de cooperação no seio da Política Comum de Segurança e Defesa (PCSD) da União Europeia (UE). Em nosso entender, esta investigação pode efetuar um contributo importante para avaliar de que forma o conceito de pooling & sharing poderá concorrer para o reforço das capacidades militares da UE, de modo a que esta possa assumir a sua quota de responsabilidade pela segurança global.
É nesse sentido que pretendemos avaliar se as recentes iniciativas de cooperação, ao nível da defesa, poderão contribuir para que a União se possa tornar numa potência global. Concorrentemente, pretendemos caraterizar o Processo de Desenvolvimento de Capacidades (PDC), procurando identificar potencialidades e lacunas deste mecanismo, perceber as origens e caracterizar as recentes iniciativas de cooperação e avaliar do impacto destas, identificando possíveis consequências para a UE, resultantes da implementação dessas iniciativas.
De modo a atingir estes objetivos, recorremos ao percurso metodológico proposto por Quivy & Campenhoudt (2008), usando essencialmente documentos oficiais, bem como trabalhos e estudos de autores de referência sobre a política de segurança e defesa da UE. Para avaliar o nosso modelo, os instrumentos de observação são sustentados por entrevistas e pela leitura bibliográfica sobre o tema.
Assim, o nosso estudo vem demonstrar que, (i) o PDC e os mecanismos introduzidos pelo Tratado de Lisboa (TL) revelam uma evolução das capacidades de defesa da UE, contudo o investimento ao nível da defesa, numa base exclusivamente nacional, não tem contribuído para colmatar as principais lacunas; (ii) as recentes iniciativas de cooperação, com base no conceito de pooling & sharing, visam mitigar as lacunas ao nível das capacidades militares e dos efeitos da crise económica e financeira na UE; e que (iii) as implementações das recentes iniciativas de cooperação, através do conceito de pooling & sharing, constituem uma alternativa que permitirá à UE deter um poder militar com capacidade de intervenção global.
As conclusões a que chegamos permitem atingir um melhor conhecimento do conceito de pooling & sharing e avaliar os seus ganhos e consequências. Permitem também identificar a sua aplicação como uma possível solução para os problemas ao nível das capacidades de defesa da UE. Assim, poderão ser criadas as condições para que esta se possa afirmar como uma potência global, capaz não só de garantir a segurança do seu próprio espaço territorial, bem como, de contribuir para a segurança mundial. Abstract: This paper is of fundamental importance since it allows a better understanding of the recent initiatives of cooperation within the European Union (EU) Common Security and Defence Policy (CSDP). In our view, this research can make an important contribution to assess how the concept of pooling & sharing can contribute to the strengthening of EU military capabilities, so that the EU can assume its share of responsibility for global security.
For this reason we intend to evaluate whether recent initiatives for cooperation at defense level, may contribute to the Union ambition to become a global power. Concurrently, we intend to characterize the Capabilities Development Process (CDP), identifying strengths and weaknesses of this mechanism, understand the origins and characterize the recent cooperation initiatives. We also search for evaluating their impact, identifying possible consequences for this initiatives implementation.
To achieve these goals, we used the methodological approach proposed by Quivy & Campenhoudt (2008), mainly using official documents, as well as papers and studies of reference authors on EU’s security and defense policy. To evaluate our model, the observation tools are supported by interviews and by literature on the subject.
Thus, our study demonstrates that (i) the PDC and the mechanisms introduced by the Lisbon Treaty (LT) show an evolution of the EU's defense capabilities, however the investment in terms of defense, in a purely national basis, hasn’t contributed to bridge the gap in major shortfalls, (ii) the recent initiatives of cooperation, based on the concept of pooling & sharing, aimed to mitigate the gaps in military capabilities as well as the effects of the EU economic and financial crisis (iii) the implementation of recent cooperation initiatives, through the concept of pooling & sharing, is an alternative that will allow the EU to have global intervention military capability.
Our conclusions enable a better understanding of the pooling & sharing concept, evaluating gains and consequences. We also identify the application of this concept as a possible solution to the EU's defense capabilities problems. Thus, the conditions can be created for EU to become a global power, capable not only to ensure the safety of their own territorial space, but also to contribute to global security.
