Abstract(s)
Este trabalho de investigação procede à caraterização da Escola Naval (EN) com
base nas orientações existentes sobre a Segurança e Saúde no Trabalho (SST) como
ponto de partida para a delineação de novos procedimentos de modo a elaborar uma
proposta de implementação de um Sistema de Gestão da Segurança e Saúde no
Trabalho (SGSST). O objetivo da presente proposta é a implementação de um SGSST
adequado à realidade da EN e que obedece ao normativo sobre SST, o qual poderá
também servir de base a certificação nesta área. Na primeira e segunda fase da dissertação, caracterizou-se a organização, fez-se um levantamento da situação inicial desta organização face às condições SST e elaborou-se um enquadramento legal do domínio da SST aplicável à EN. Posteriormente realizou-se a análise dos principais processos com a identificação das principais áreas e processos a serem considerados no projeto de implementação do SGSST. A última fase consistiu na elaboração do modelo detalhado da proposta de procedimentos para a implementação de um SGSST na EN. Com base nos resultados obtidos nas oficinas da EN, e generalizando a toda a organização, existem áreas de potenciais intervenções que requerem o planeamento do SGSST e a melhoria do desempenho da SST nas organizações.
This investigation work proceeds to the characterization of the Naval School, based on the existing orientations about Health and Safety at Work (HSW) as a starting point to the creation of new procedures, in order to elaborate an implementation proposal of a Health and Safety at Work Management System (HSWMS). This proposal’s objective is the implementation of an HSWMS suitable to Naval School reality and that obeys the HSW normative, which might be useful to the certification in this area. In the first and second phase of the dissertation, the organization was characterized, there was a survey of the initial situation of the organization regarding the HSW conditions and elaborated a legal framework for the HSW domain applicable to Naval School. Later, it was realized an analysis of the key processes through the identificaion of the main areas and processes to be considered in the implementation of the HSWMS. The last phase consisted in preparing the detailed model of the procedure proposal for the implementation of an HSWMS in Naval School. Based on the results obtained in Naval School workshops, and generalizing to the entire organization, there are areas of potential interventions that require HSWMS planning and improvement of the HSW performance in the organizations.
