Abstract(s)
Este estudo tem como objetivo propor contributos para o Paradigma Genético da
Marinha. São formuladas orientações para a estratégia genética da instituição, visando a sua
capacitação equilibrada, e as necessidades de transformação da organização, na perspetiva
genética, englobando as quatro dimensões da estratégia genética: pessoas, material,
informação e finanças.
Na dedução dos contributos seguiu-se a metodologia do planeamento estratégico da
Marinha, dos princípios de formulação estratégica, e método do Balanced Score Card. A
análise SWOT (Strengths, Weaknesses, Opportunities and Threats) da Marinha na ótica
genética permitiu deduzir Linhas de Orientação Estratégica (LOE), subsequentemente
validadas através de entrevistas semiestruturadas a 13 oficiais generais com intervenção
direta na genética da Marinha. As LOE validadas foram agrupadas em oito Objetivos
Estratégicos Genéticos, dois por dimensão. O mapa da estratégia genética da Marinha foi
extraído, contendo quatro subtemas estratégicos correspondentes às dimensões material,
pessoas, informação e finanças, respetivamente: geração de capacidades, potenciação da
captação, informação segura, otimização financeira.
Complementarmente, foi criada uma matriz dinâmica de capacidades vs. recursos, por
dimensão, uma ferramenta de planeamento estratégico genético, e um instrumento de
estruturação, equilíbrio e validação de níveis de ambição da genética de capacidades numa
futura revisão da componente naval do Sistema de Forças.
This study has the objective of proposing contributes towards the Genetic Paradigm of the Portuguese Navy. The guidelines for the institution’s genetic strategy aiming at its balanced capacitation are formulated, as well as the organization’s transformation needs in the genetic perspective, encompassing the four dimensions of the genetic strategy: people, materiel, information, and finance. The Navy’s strategic planning methodology was followed in the contributes deduction, as well as the strategic formulation principles and the Balanced Score Card method. The Navy’s genetic perspective SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis enabled the deduction of Strategic Lines of Action (SLA). These were subsequently validated by means of semi structured interviews with 13 flag officers with direct intervention in the Navy’s genetics. The validated SLA were grouped into eight Genetic Strategic Objectives, two per dimension. The Navy’s genetic strategy map was extracted, containing four strategic themes corresponding to the material, persons, information, and finance dimensions, respectively: capacities generation, capture potentiation, secure information, and financial optimisation. As a complement, a dynamic matrix was created, encompassing capacities vs. resources, per dimension, a genetic strategic planning tool, and an instrument of structuring, balancing and level of ambition validation of the capacitation genetics in a future review of the naval component of the Force System.
