Abstract(s)
A Constituição da República Portuguesa, através da sua primeira revisão constitucional de 1982, veio a proceder a uma clara distinção entre a Segurança Interna e a Defesa Nacional. Desta maneira, estabeleceu a Segurança Interna para as Forças e Serviços de Segurança e a Defesa Nacional paras as Forças Armadas, admitindo a atuação destas na Segurança Interna nos estados de exceção, designadamente no estado de emergência e de sítio. Atento à sensibilidade da temática em análise, optou-se pela realização de entrevistas a especialistas, para que se pronunciassem, de forma isenta, livre e sem quaisquer reservas de índole institucional. Com base num guião, procedeu-se à realização de nove entrevistas de forma a obter-se respostas sobre a operacionalização do Plano de Articulação Operacional das Forças Armadas, no estado de normalidade democrática, na Segurança Interna. As respostas obtidas, após as respetivas transições, constituíram o corpus que foram submetidas a análise de conteúdo. Após esta análise e considerando os excertos dos discursos codificados nas respetivas categorias e subcategorias, procedeu-se à construção do quadro categorial.
The Constitution of the Portuguese Republic, through its first constitutional revision of 1982, made a clear distinction between Internal Security and National Defense. In this way, it established the Internal Security for the Security Forces and Services and the National Defense for the Armed Forces, admitting the intervention of the Armed Forces within the Internal Security in exceptional situations, namely in the state of emergency and of siege. Considering the sensitivity of this subject, it was decided to conduct interviews with specialists, so that they could speak in an exempt and free environment and without any institutional reservations. Based on a script, nine interviews were conducted in order to obtain answers about the operationalization of the Armed Forces Operational Articulation Plan, in the state of democratic normality, in Internal Security. The answers obtained, after the respective transcriptions, constituted the body that was submitted to a content analysis. After this analysis and considering the excerpts of the discourses codified in the respective categories and subcategories, wen proceeded to the construction of the categorical frame.
