Abstract(s)
Com o fim da Guerra Fria, verifica-se uma alteração na tipologia de conflitos e espaços onde, estes se desenrolam, forçando a um consequente ajuste das capacidades militares dos países. Fruto do paradigma atual, o conceito das frotas de asa-rotativa, desenvolvidas nos anos 60 e 70, começa a mostrar-se incapaz de responder às ameaças encontradas e às longas distâncias de projeção.
Este estudo investiga o possível uso da Tecnologia TiltRotor (TTR) em operações militares na Força Aérea (FA) como resposta a constrangimentos existentes nas capacidades militares previstas para as Forças Armadas (FFAA). Uma investigação baseada em análise documental e entrevistas conduzidas a diferentes elementos chave do Ministério da Defesa Nacional (MDN) e FFAA, da área política, estratégica, operacional e tática, assim como especialistas internacionais ligados ao V-22, com vista a analisar o valor acrescentado da aplicação da TTR nas FFAA.
Recorrendo a uma metodologia de raciocínio dedutivo, assente numa investigação qualitativa e no desenho de pesquisa de estudo de caso, concluiu-se que a TTR poderá ser uma mais-valia na FA, porque permite no presente, colmatar constrangimentos nas capacidades funcionais da FA, contribuindo desta forma para as Missões das FFAA. Todavia, a dimensão financeira nacional poderá limitar severamente a sua aquisição.
With the end of the Cold War, we are presenting a change to conflicts typology and the spaces they take place, forcing a needed adjustment to countries military capabilities. Due to the current paradigm, rotary fleet’s concept, developed in the 60’s and 70’s, starts to become unable to respond to present threats and long deployment distances as well. This study investigates the possible use of TiltRotor Technology (TTR) in military operations of the Portuguese Air Force (PrtAF), as a response to the existing constrains in the military capabilities of the Portuguese Armed Forces (FFAA). An investigation based on document analysis and interviews conducted to different key elements of the National Defense Ministry, PrtAF, and from the political, strategic, operational and tactical areas, as well as an international specialist connected to the V-22. Which the main purpose is to analyze the added value of the use of TTR in the FFAA. Based on a deductive reasoning methodology, qualitative research strategy and a case study design, it was concluded that TTR can add value to the PrtAF, presently, by solving constrains in the PrtAF Functional Capabilities, backing this way the Portuguese Armed Forces Missions. Nevertheless, the national financial dimension may severely limit their acquisition.
