Abstract(s)
A presente investigação versa sobre a problemática da eficiência na utilização dos
recursos disponíveis por parte das esquadras da Polícia de Segurança Pública.
O principal objetivo é verificar quais os contributos que a metodologia Data
Envelopment Analysis pode dar para medir essa eficiência.
Foram selecionadas 44 esquadras de competência territorial para análise, e
utilizados dados sobre recursos e resultados referentes ao ano de 2015.
Aplicámos três modelos de análise com retornos constantes à escala e retornos
variáveis à escala, os quais nos permitiram identificar quais as esquadras eficientes
e ineficientes tecnicamente e quais as esquadras que estão a operar a uma escala
de operações ideal.
Apresentamos algumas conclusões relativas à medição da eficiência com recurso
a esta metodologia e fazemos igualmente algumas recomendações para
investigação futura.
This research deals with the problem of efficiency in the use of available resources by the police precincts of the Public Security Police. The main objective is to evaluate how Data Envelopment Analysis can help in measuring this efficiency. We selected 44 precincts with territorial jurisdiction for analysis, and used data concerning the resources and results achieved for the year 2015. We applied three models of analysis with constant returns to scale and variable returns to scale, which allowed us to identify the technically efficient and inefficient precincts and the precincts that are scale efficient. We present some conclusions concerning efficiency measurement with the use of this methodology and also make some recommendations for future research.
