A presente dissertação tem por objetivo analisar as ameaças que condicionam a Segurança Marítima na costa ocidental africana, em particular a Pesca Ilegal, Não Declarada e Não Regulamentada (INN).
Em virtude dos recursos marítimos, o Golfo da Guiné é um espaço de extrema relevância geostratégica, contudo, o crescente número de casos de criminalidade organizada transnacional dificulta a existência de uma arquitetura securitária marítima regional, almejada por muitos. A grande extensão do domínio marítimo do litoral africano inviabiliza o eficaz exercício da autoridade dos Estados que vivenciam, diariamente, ameaças marítimas. Além de condicionarem a vida e segurança das suas populações, estas ameaças põem em risco rotas marítimas internacionais e limitam o aproveitamento dos recursos energéticos. Dadas as suas valências económicas, incidir-se-á também sobre as iniciativas regionais e extrarregionais que têm conduzido esforços para amenizar estes perigos.
A Pesca Ilegal, Não Declarada e Não Regulamentada é uma atividade nociva e insustentável que tem vindo a disseminar-se por todo o continente africano, devido ao seu elevado retorno económico. Os Estados membros do Golfo da Guiné veem-se impossibilitados de assegurar a sua prevenção e dissuasão. São Tomé e Príncipe é um destes Estados que, devido à sua insularidade, deposita principalmente na pesca as suas estratégias de desenvolvimento. A pesca INN tem dificultado tal pretensão.
The present dissertation aims to analyze how threats that condition Maritime Security in West Africa, in particular Illegal, Unregulated and Unregulated Fishing. Due to maritime resources, the Gulf of Guinea is an area of extreme geostrategic importance, however, the growing number of cases of transnational organized crime makes it difficult for a regional maritime architecture to be pursued by many. A large extension of the maritime domain of the African coast makes it impossible to exercises the authority of the States that experience, on a daily basis, maritime threats. In addition to conditioning the life and safety of their threats, these threats can harm international maritime routes and limit the commercialization of energy resources. Given their economic strengths, they also affect regional and extra-regional initiatives, which are conducted to mitigate these risks. Illegal, Unregulated and Unregulated(IUU) fishing is a harmful and sustainable activity that has been disseminated throughout the African continent, due to its high economic return. Gulf of Guinea member states cannot guarantee its prevention and deterrence. São Tomé and Príncipe is one of those that, due to its insularity, deposits mainly in fishing as its development strategies. IUU fishing has made this claim difficult.
