Abstract(s)
As inundações urbanas traduzem-se num dos mais importantes impactos sobre a
sociedade. No contexto atual, diversas medidas de prevenção e proteção contra cheias
urbanas são adotadas, em geral, medidas de caráter corretivo. As medidas podem ser
estruturais (quando modificam o sistema fluvial evitando os prejuízos decorrentes das
cheias) e não-estruturais (melhor convivência da população com as cheias). Este projeto
tem como objeto principal a elaboração de um plano de medidas de prevenção contra a
ocupação dos espaços de riscos de cheias, através de medidas estruturais e nãoestruturais,
associadas ou não, para a Cidade de Setúbal, que apresenta tendências a
cheias por ocupar, na sua maioria, as planícies de inundação de importantes cursos de
água. Diversos problemas podem estar associados à ocorrência desses eventos:
ocupação inadequada dos leitos dos rios; falta de recursos para habitação e saneamento;
falta de planeamento de ocupação do espaço urbano; e inexistência de sistemas de alerta
em catástrofes e de planos de desocupação de áreas atingidas. Portanto, são
apresentadas soluções práticas e eficientes para o melhor aproveitamento das áreas de
risco, o que possibilitará uma melhor qualidade de vida no meio urbano. A participação
efetiva do poder público e dos órgãos responsáveis pela gestão ambiental e urbana na
implementação de uma política de educação ambiental e na elaboração de um plano
diretor que priorize o controlo de inundação no meio urbano deve ser imprescindível.
The urban floods translate into one of the most important impacts on society. In the current context, various preventive measures for flood protection and urban are adopted, most general, corrective measures. The measures may be structural (when they modify the river system avoiding losses from the floods) and nonstructural (better coexistence with the flooding of the population). This project has as its main goal to developing a plan of action of prevention against the occupation of flood risk areas through structural and non-structural, measures associated or not, for the city of Setúbal, which occupies mostly the flood plains of major streams water. Several problems may be associated with these events: inadequate occupation of riverbeds; lack of resources to housing and sanitation; lack of planning occupation of urban space; and lack of warning systems in disaster plans and evacuation of affected areas. Therefore, we present practical and efficient solutions for the best use of risk areas, which will enable a better quality of life in urban areas. Effective participation of the government and the agencies responsible for environmental management and urban policy in the implementation of environmental education and the development of a master plan that prioritizes flood control in urban areas should be paramount.
