Abstract(s)
A criminalidade organizada refere-se a atividades criminosas planeadas e executadas por
grupos estruturados hierarquicamente, com o objetivo de obter lucro, poder ou influência
através de atividades ilícitas. Estas representam uma ameaça significativa à segurança e
bem-estar das populações, exigindo uma abordagem coordenada e colaborativa por parte das
autoridades policiais, governos e organizações internacionais para enfrentar esse problema
complexo e em constante evolução.
Este estudo aborda a eficácia da estrutura de investigação criminal da Polícia de Segurança
Pública (PSP) no combate à criminalidade praticada por grupos criminosos altamente
organizados. Através da realização de entrevistas e da sua análise crítica, são identificados
os desafios significativos enfrentados pela PSP, incluindo a escassez de recursos e as
constantes necessidades formativas para os seus polícias.
A pesquisa destaca a importância de uma revisão na estrutura de investigação criminal da
PSP, a fim de enfrentar as novas formas de criminalidade emergentes. Os resultados indicam
que é essencial existir uma abordagem mais ágil e eficiente, de forma a lidar com as ameaças
crescentemente complexas à segurança pública contemporânea. Ao reconhecer as limitações
atuais e as oportunidades de melhoria, este estudo contribui para o debate sobre políticas de
segurança e fornece insights valiosos para o aprimoramento das práticas de investigação
criminal na PSP.
Organized crime refers to any activity planned and executed by groups structured in a hierarchy to gain profit, power, or influence through illicit activities. These represent a significant threat to the safety and well-being of the populations, requiring a coordinated and collaborative approach from law enforcement agencies, governments, and international organizations to face this complex and constantly evolving problem. The present study focuses on the efficacy of the criminal investigation structure from Polícia de Segurança Pública (PSP) in the fight against crime perpetuated by highly organized groups. Through interviews and their critical analysis, the most significant challenges PSP faces are identified, including the scarcity of resources and the constant need for training for their officers. The research highlights the importance of revising the criminal investigation structure, to face the new forms of emerging crimes. The results indicate that it is essential to create a more agile and efficient approach, to deal with highly complex threats to contemporary public safety. Recognizing current limitations and improvement opportunities, this study contributes to the debate about safety policies and provides insights into the improvement of the standard of operations in criminal investigations of PSP.
