O Planeamento Civil de EmergĂȘncia tem sido objeto de estudo e a Organização do Tratado do AtlĂąntico Norte foi um catalisador inicial da necessidade de os paĂses se prepararem para resistir e recuperar rapidamente de uma crise e, se necessĂĄrio, apoiarem operaçÔes militares.
Portugal tem legislação estruturada sobre o assunto que Ă© tratado de forma transversal ao governo, materializando a ideia de que todas as ĂĄreas de governação devem preocupar-se com o Planeamento Civil de EmergĂȘncia.
O assunto tem evoluĂdo, mantendo a orientação de preparar o paĂs para a necessidade de recuperar rapidamente de uma situação de crise, causada pela natureza ou por intervenção humana, mas a evolução afastou as operaçÔes militares do centro do assunto, substituindo-as pela preocupação com as capacidades nĂŁo militares do paĂs.
As Forças Armadas integram o Sistema Nacional de Planeamento Civil de EmergĂȘncia, mas conclui-se que Ă© possĂvel otimizar o seu papel atravĂ©s da nomeação de um Oficial General ou, no mĂnimo, um Coronel para vogal das Forças Armadas no Conselho Nacional de Planeamento Civil de EmergĂȘncia; da rentabilização do acompanhamento dos trabalhos das ComissĂ”es de Planeamento de EmergĂȘncia e, finalmente, atravĂ©s da realização de eventos sobre a importĂąncia do eventual apoio a operaçÔes militares.
Civil Emergency Planning has been an object of study over the years and the North Atlantic Treaty Organisation was an initial catalyst of the necessity of countries to be prepared to resist and recover quickly from a crisis and, if needed, to support military operations. Portugal has structured legislation on the subject, which is dealt with in a comprehensive way within the government, materialising the idea that all areas of governance should be concerned with Civil Emergency Planning. The subject has evolved throughout time, keeping the focus on preparing the country to quickly recover from a crisis, caused both by nature or by human intervention. However, with time, military operations have been moved away from the centre of the subject, replaced by the concern with non-military capabilities. The Armed Forces are part of the National Civil Emergency Planning System, but it is possible to optimize their involvement by appointing a General Officer, or, at least, a Colonel, as a representative of the Armed Forces in the National Council for Civil Emergency Planning; maximise the follow-up to the work of the emergency planning committees and, finally, by holding events on the importance of the eventual support to military operations.
