Segurança privada em Cabo Verde - controlo e fiscalização

dc.description.abstractO surgimento de novas ameaças a nível global tem impulsionado a intervenção de novos atores na esfera da segurança. A função que outrora se encontrava reservada ao Estado passou a ser complementada por entidades privadas, como forma de melhor responder às exigências do referencial securitário. Neste contexto, o Estado tem optado cada vez mais em delegar competências às empresas de segurança privada, mas mantendo na sua alçada o controlo rigoroso do setor, através do exercício da fiscalização, por se consubstanciar numa atividade suscetível de interferir com os direitos, liberdades e garantias dos cidadãos. Em Cabo Verde, o controlo e fiscalização da formação e do exercício da atividade das empresas de segurança privada, até 2008, era realizado pela Polícia Nacional. Em 2009 essas competências foram transferidas para a Direção-Geral da Administração Interna, passando a Polícia a coadjuvar nesse processo. Todavia, denota-se uma carência em termos da fiscalização, criando oportunidades para atuações irregulares. Assim, no presente trabalho de investigação verificaremos como se materializa o controlo e fiscalização das empresas de segurança privada em Cabo Verde, bem como analisaremos a articulação entre as empresas de segurança privada e a Polícia Nacional. Por outro lado, tentaremos compreender o contributo da segurança privada nas questões securitárias no país. O controlo e fiscalização realizado em Cabo Verde é de carater pedagógico e algo deficitário, pelo que a articulação entre a Polícia Nacional e as empresas de segurança privada é diminuta. O empenhamento da segurança privada possibilita a libertação de polícias em determinadas funções, permitindo afetá-los a outras valências securitárias de maior prioridade, garantindo uma melhor segurança.pt_PT
dc.description.abstractThe emergence of new threats at a global level has driven the intervention of new actors in the security sphere. The function that was once reserved to the State is now complemented by private entities, as a way to better meet the demands of the security referential. In this context, the state has increasingly chosen to delegate powers to private security companies but keeping under its purview the strict control of the sector, through the exercise of supervision, as it is an activity that may interfere with the rights, freedoms and guarantees of citizens. In Cape Verde, the control and supervision of training and exercise of the activity of private security companies, until 2008, was carried out by the National Police. In 2009 these competencies were transferred to the Directorate General of Internal Administration, and the Police began to assist in this process. However, there is a lack of supervision, creating opportunities for irregular actions. Thus, in this research we will verify how the control and supervision of private security companies is materialized in Cape Verde, as well as analyze the articulation between private security companies and the National Police. On the other hand, we will try to understand the contribution of private security in security issues in the country. The control and supervision carried out in Cape Verde is of a pedagogical nature and somewhat deficient, so the articulation between the National Police and private security companies is minimal. The commitment of private security makes it possible to free police officers from certain functions, allowing them to be assigned to other security areas of higher priority, ensuring better security.pt_PT
