A profissionalizaĆ§Ć£o dos nadadores-salvadores Ć© algo que se encontra previsto na
Lei n.Āŗ 68/2014 de 29 de agosto, no entanto, encontra-se muito longe de ser aplicada de
uma forma constante e de facto, profissional. A presente investigaĆ§Ć£o visa averiguar e
identificar as principais fragilidades nesta atividade e quais as alteraƧƵes necessƔrias para
alcanƧar a sua efetiva profissionalizaĆ§Ć£o.
Este estudo consiste na anĆ”lise da evoluĆ§Ć£o histĆ³rica do sistema de assistĆŖncia a
banhistas e da formaĆ§Ć£o de nadadores-salvadores em Portugal, seguida de uma anĆ”lise
profunda do sistema atravĆ©s da legislaĆ§Ć£o em vigor. AtravĆ©s das anĆ”lises efetuadas foi
possĆvel encontrar fragilidades presentes na legislaĆ§Ć£o atual e quais podem ser os
principais fatores de mudanƧa que podem melhorar tanto no Ć¢mbito da profissionalizaĆ§Ć£o
dos nadadores-salvadores como da assistĆŖncia a banhistas no territĆ³rio nacional.
Efetuou-se ainda, a anĆ”lise de um questionĆ”rio destinado Ć comunidade de
nadadores-salvadores com o intuito de verificar a sua opiniĆ£o relativamente a um
conjunto de incentivos que serĆ£o propostos e sobre o seu interesse em exercerem esta
atividade durante todo o ano.
No Ć¢mbito da presente dissertaĆ§Ć£o de mestrado, utilizou-se como caso de estudo a
zona balnear do concelho de LoulĆ©, a totalidade do seu Sistema de AssistĆŖncia a Banhistas
e desenvolvido um conceito de Corpo Municipal de Nadadores-Salvadores que visa a
profissionalizaĆ§Ć£o destes indivĆduos, garantindo um trabalho constante durante todo o
ano.
The professionalization of lifeguards is something that is provided for in Law No. 68/2014 of 29 August, however, it is very far from being applied in a sustained and professional way. The present research aims to investigate and identify the main weaknesses in this activity and what changes are necessary to achieve its effective professionalization. This study consists of an analysis of the historical evolution of the assistance system for bathers and the training of lifeguards in Portugal, followed by an in-depth analysis of the current Assistance System for Bathers through the legislation in force. Through the aforementioned analysis, it is possible to find the weaknesses in the legislation and what could be the main factors for change that could be improved in the professionalisation of lifeguards and the general scope of assistance to bathers in the national territory. In the present investigation, a questionnaire has been shared with the lifeguarding community to comprehend their views concerning a set of incentives that will be proposed and their interest in exercising this activity throughout the year. For the case study, this master thesis focuses on the Bathing Area of the municipality of LoulƩ, its entire system of assistance to swimmers and inteds to develop a new concept: a municipal body of lifeguards that seek the professionalization of these individuals, ensuring permanent work all year round.
