Abstract(s)
O combate às ameaças híbridas constitui um desafio atual, pois a sua natureza permite
a conjugação de soft, hard e smart power, tirando partido dos vazios da lei, para perpetrar
ataques aos Estados democráticos, utilizando a denominada “Grey Zone” que as protege de
uma deteção em tempo útil.
As estratégias seguidas pelas ameaças híbridas, visam a afetação de mais que um
domínio da soberania do Estado. Em concreto neste trabalho, estudou-se o domínio
diplomático, bem como os métodos de atuação das ameaças híbridas sobre este instrumento
de poder. Deste estudo resulta a necessidade de uma estratégia nacional para apoiar a
prevenção e o combate, focando-se no nível de resiliência, do domínio diplomático. Para tal,
identificaram-se indicadores de resiliência da diplomacia face a ameaças híbridas, e induziu se uma fórmula de quantificar essa resiliência.
No cumprimento deste desiderato, seguiu-se um raciocínio indutivo que, com recurso
à técnica de Delphi, permitiu avaliar a concordância dos indicadores induzidos na
investigação. Esse grau de concordância referido foi considerado para atribuir ponderações
aos indicadores, diferenciando-os na fórmula de cálculo de resiliência final.
Como principais conclusões, afirmam-se que os indicadores de resiliência estão
agrupados em diplomacia económica, violação da soberania nacional, diásporas e estruturas
físicas da diplomacia.
Abstract: The fight against hybrid threats is a current challenge, since its nature allows the
combination of soft, hard, and smart power, taking advantage of the voids of the law, to
perpetrate attacks against democratic states, using the so-called "Grey Zone" that protects
them from timely detection.
The strategies followed by hybrid threats are aimed at affecting more than one domain
of state sovereignty. Specifically, in this work, the diplomatic domain was studied, as well
as the methods of action of hybrid threats against this instrument power. This study results
in the need for a national strategy to support this fight against these threats, based on the
level of resilience to be developed, specifically in the diplomatic domain. To this end,
indicators of diplomatic resilience to hybrid threats were identified, and a formula to
quantify this resilience was induced.
In fulfilling this desideratum, an inductive reasoning was followed which, with the use
of the Delphi technique, allowed to evaluate the agreement of the indicators induced in the
investigation. The degree of agreement was then considered to assign weightings to the
indicators, differentiating them in the final formula for calculating resilience.
As main conclusions, it is stated that the resilience indicators are grouped into
economic diplomacy, violation of national sovereignty, diasporas, and physical structures
of diplomacy.
