Dada a importância das lideranças para o sucesso das organizações, o presente estudo teve como objetivo compreender se os órgãos colegiais da Polícia de Segurança Pública
podiam promover a participação e o envolvimento no processo decisório, bem como se, entre os órgãos identificados, algum se poderia destacar por um maior potencial para o efeito, equilibrando o envolvimento coletivo, inerente à colegialidade, com a autoridade unipessoal do Diretor Nacional. Para tal, abordou-se sinteticamente o enquadramento jurídico dos órgãos colegiais, com maior relevância para os plasmados na lei orgânica, para, de seguida, se dissecar o conceito de liderança, efetuando uma revisão da sua evolução até aos estilos e tendências então atuais, de modo a identificar se, entre os que estavam presentes no quotidiano da instituição, haveria lugar para a participação e o envolvimento das pessoas, enquanto administrados, nas decisões. A investigação sugeriu que os órgãos colegiais, em particular o Conselho Superior de Polícia, podiam funcionar como verdadeiro alicerce para uma liderança estratégica mais participativa, capaz de fomentar a coesão interna e fortalecer o funcionamento da própria organização, tendo permitido formular algumas sugestões nesse sentido.
Given the importance of leadership for the success of organizations, this study aimed to understand whether the collegiate bodies of the Public Security Police (Polícia de Segurança Pública) could promote participation and engagement in the decision-making process, as well as whether any of the identified bodies could stand out for their greater potential in this regard, balancing the collective involvement inherent to collegiality with the single-person authority of the National Director (Diretor Nacional). To this end, the study briefly addressed the legal framework of the collegiate bodies, with particular emphasis on those enshrined in the Organic Law, and subsequently examined the concept of leadership, reviewing its evolution up to contemporary styles and trends, in order to identify whether, among those present in the institution’s daily life, there was room for the participation and involvement of personnel, as administered members, in decisionmaking processes. The research suggested that the collegiate bodies, particularly the Superior Police Council (Conselho Superior de Polícia), could serve as a true foundation for a more participative strategic leadership, capable of fostering internal cohesion and strengthening the organization’s overall functioning, allowing for the formulation of several recommendations in this regard.
