Abstract(s)
A administração e gestão das escolas tem sido marcada por ciclos de reforma acompanhando a evolução sócio – económica e cultural da sociedade proclamando a “democratização do ensino” e a “igualdade de oportunidades” com base no reforço da representação/participação das famílias e comunidades na direcção estratégica dos estabelecimentos de ensino.
Esta investigação tem como objectivo central identificar as representações dos membros do Conselho Geral sobre o modo de funcionamento e desempenho do órgão no contexto de reforço de autonomia previsto no dec - lei nº 75/2008, de 22 de Abril, no agrupamento X do Concelho do Barreiro.
Para o efeito foi realizado um estudo de caso num Conselho Geral de um Agrupamento de um Concelho do Barreiro situado na margem sul do Tejo, no distrito de Setúbal no qual se procurou dar resposta a questões como: quais as representações dos membros do Conselho Geral quanto ao modo de funcionamento e desempenho do órgão?; quais as representações dos membros do Conselho Geral quanto à forma de participação dos diferentes actores/grupos representados?; quais as representações que os membros do Conselho Geral têm sobre a importância do órgão no funcionamento e organização do agrupamento?
Ao longo do estudo recorreu-se a uma investigação empírica do tipo qualitativo e a várias técnicas de recolha de dados como seja o inquérito, a entrevista semi estruturada e a observação directa.
O estudo de caso forneceu pistas que permitiu recolher evidências para concluir que estamos longe da retórica assumida pela “participação decretada” veiculada no dec – lei nº 75/2008, porquanto esta investigação deixou a nu que a mesma não se mostra suficiente para alcançar os pressupostos do referido normativo, nomeadamente o reforço da participação das famílias e comunidades locais na direcção estratégica das escolas, não se assumindo como suficiente a simples alteração do quadro normativo para que as mudanças possam ocorrer, muito menos partir do pressuposto que a mudança legislativa só por si vai operar as mudanças pretendidas.
No entanto no caso do agrupamento em estudo começam a surgir sinais positivos e um desses sinais é a consciência e a importância que os conselheiros atribuem ao Conselho Geral assim como os assuntos nele tratados e a contribuição que o mesmo poderá assumir na definição da política educativa e na organização e funcionamento do agrupamento. Neste sentido a actuação do Conselho Geral tem contribuído para uma maior democraticidade e maior participação de todos na vida da escola.
In this investigation we analyzed the representations of members of the General Council on the mode of operation and performance of the organ functions in the context of strengthening the autonomy provided for in Decree-Law No 75/2008 of 22 April the group X of the Municipality of Barreiro. In a first phase and to contextualize these issues emphasized the evolution of management of schools in Portugal since April 25, 1974 in general and in particular the strategic management of national schools, in light of standards of reference, such as the Law of the Education, Decree - Law No. 769-A/76 of 23 October, Decree-Law No. 172/91 of May 10, Decree-Law No. 115-A/98 of May 4 , Law No. 24/99 of 22 April and Decree-Law No. 75/2008 of 22 April. In the second phase identifies the representations of members of the General Council on the mode of operation and performance of the organ functions in the context of strengthening the autonomy provided for in Decree-Law No 75/2008 of 22 April. To this end we conducted a case study in a General Council of a grouping of one of Barry County situated on the south bank of the Tagus, in the Setúbal district in which I tried to answer questions like: what are the representations of members of the General Council on how operation and performance of the body?; which representations of members of the General Council on how the participation of different actors / constituencies?; which the representations that the General Council members have about the importance of organ functioning and organization of the group ?. Resorted to various techniques of data collection such as the investigation, the semi structured interviews and direct observation. The investigation was directed to members of the General Council, the semistructured interview the President of the Board and the Director and direct observation was made in a plenary session of the organ. These data collection tools were structured according to six categories of analysis: formation of the General operation of the General Council, the relationship between the General Council and the governing bodies and management of the group, relationship / involvement of school in the General Council; importance General Council in the direction and management of thegroup,decision-makingprocess. The case study provided clues that yielded enough evidence to conclude that we are far from the rhetoric taken by "announced participation" aired on Dec - Law No. 75/2008, as this research has laid bare that it does not appear sufficient to achieve normative assumptions of that particular strengthening the participation of families and local communities in the strategic direction of schools, not taking enough how simply changing the legal framework so that changes can occur, much less assume that they alone will operate the desired changes. However in the case of the group in the study begin to emerge and positive signs of these signals is the awareness and importance that counselors attribute to the General Council as well as the subjects it treated and what contribution it could take in defining educational policy and organization and operation of the pool.
