Lisboa, a capital de Portugal, caracterizada como um polo estratégico de negócios e uma cidade que abunda turismo e cultura. A infraestrutura aeroportuária atual, o Aeroporto Humberto Delgado, atingiu o nível de saturação e mostra-se incapaz de responder à crescente procura de viagens aéreas da região, comprometendo a competitividade da região e limitando o seu potencial de desenvolvimento. Diante da sobrecarga do atual aeroporto de Lisboa, identificou-se como inevitável a implementação de uma mudança na infraestrutura aeroportuária. As opções para essa mudança dividem-se através da expansão do mesmo (apesar de limitada) ou a construção de um novo aeroporto (com a opção de encerramento ou manutenção do atual aeroporto). Desta forma, para o objetivo de compreender os fatores implícitos na mudança e avaliar as localizações mais viáveis para a construção de um novo aeroporto, foi desenvolvido um estudo prospetivo. Este estudo contou com a participação de peritos na área da aeronáutica, que forneceram as suas valiosas análises e insights sobre os diferentes fatores, localizações e alternativas.
Através do Método Delphi, foi constituído um painel de peritos da indústria aeronáutica para recolher opiniões e alcançar o consenso sobre o futuro aeroportuário de Lisboa, tendo em conta o aumento percetível de procura aérea da região. Este método foi constituído em duas etapas: uma primeira ronda geral de questionários, seguida por uma segunda ronda de questionários individuais direcionados a cada perito, ambas online.
Após a conclusão das duas etapas dos questionários, a alternativa mais viável identificada é a construção de um
novo aeroporto, com o Aeroporto Humberto Delgado em funcionamento. A localização preferida dos peritos para a nova construção foi Alcochete, destacando-se os fatores da sustentabilidade e gestão aeroportuária.

The current airport infrastructure, Humberto Delgado Airport, has reached saturation level and is proving incapable of responding to the region's growing demand for air travel, compromising the region's competitiveness and limiting its development potential. Faced with the overload of Lisbon's current airport, a change in the airport infrastructure was inevitable. The options for this change are either expansion (although limited) or the construction of a new airport (with the option of closing or remaining at the current airport). Therefore, to understand the factors involved in change and evaluate the most viable locations for the construction of a new airport, a prospective study was carried out. This study involved experts in the field of aeronautics, who provided their valuable analysis and insights into the different factors, locations and alternatives. Using the Delphi Method, a panel of experts from the aviation industry was set up to obtain opinions and reach a consensus on Lisbon's airport future, considering the perceived increase in air demand in the region. This method consisted of two stages: a first general round of online questionnaires, followed by a second round of individual questionnaires directed at each expert. After completing the two stages of the questionnaires, the most viable alternative identified is the construction of a new airport, with Humberto Delgado Airport in operation. The experts' preferred location for the new constructionwas in Alcochete, highlighting the factors of sustainability and airport management.
