O risco no Planeamento Estratégico Militar em Portugal: dimensões e ferramentas

| dc.description.abstract | A pouca expressão metodológica sobre gestão do risco nas Forças Armadas portuguesas merece reflexão, por forma a contribuir para a adequação dos processos à volatilidade do ambiente estratégico. Este estudo teve por base um raciocínio indutivo, por forma a construir a interação do risco com a estratégia militar, com o objetivo geral de avaliar o seu impacto e consolidar um modelo que possa otimizar o seu tratamento. Através de análise documental e de conteúdo, com recurso a dez especialistas em estratégia militar e gestão de risco, a investigação conduziu a três grandes conclusões. Em primeiro lugar, o risco pode ter origem em três dimensões: (i) no enquadramento político e ambiente estratégico; (ii) nas grandes orientações estratégicas militares; e (iii) no próprio planeamento estratégico militar. Em segundo lugar, evidenciou-se que o risco não tem uma gestão organizada na estratégia militar portuguesa, apesar da multidimensionalidade dos seus impactos, muito devido à complexidade dos processos e à falta de sensibilidade para os efeitos que daí podem surgir. Em terceiro lugar, constatou-se que o alinhamento entre o processo de desenvolvimento estratégico militar e um processo de gestão do risco permite otimizar o tratamento dos impactos multidimensionais do risco, através de uma sincronização contínua e cíclica. Abstract: The lack of methodological expression on risk management in the Portuguese Armed Forces justifies reflection, in order to contribute to the suitability of the processes in a volatile and uncertain strategic environment. This study was based on an inductive approach, to build the interaction between the risk and the military strategy, with the global objective of evaluate its impact and consolidate a model that can optimize its treatment. Through the analysis, with the knowledge of ten specialists in military strategy and risk management, the investigation led to three major conclusions. Firstly, risk may arise from three dimensions: (i) at the politic level and in the strategic environment; (ii) in the broad military strategic guidelines; and (iii) in military strategic planning itself. Secondly, it has been shown that risk does not have an organized management within the Portuguese military strategy, despite the multidimensionality of its impacts, due to the complexity of the processes and the lack of sensitivity to the effects that may result from it. Thirdly, we argue that an alignment between the military strategic development process and a risk management process allows the optimization of the treatment of risk’s multidimensional impacts, through a continuous and cyclic synchronization. | pt_PT |
