A Gestão de Recursos Humanos é sem dúvida uma das áreas mais importantes para a
sobrevivência e vitalidade das organizações. Tempos houve em que o sucesso de uma
organização se media pelo cumprimento de objetivos, contudo, atualmente, este sucesso tem em
conta fatores como a capacidade de atrair, reter e exponenciar aquele que é o seu capital humano. O
recrutamento, enquanto ferramenta capaz de atrair este talento, desempenha um papel fulcral naquilo
que é a sobrevivência das instituições, algo que, por muito específica que seja a missão da Polícia de
Segurança Pública, é também uma preocupação e um ponto de investigação a ter em conta, por
forma a que sejam alinhados os interesses da Força de Segurança com os interesses daquele que é o
seu público-alvo. Deste modo, pretende-se perceber o impacto de um novo modelo de recrutamento,
que seja baseado numa lógica regional, naquela que é a atratividade da carreira de Agentes de Polícia.
De igual modo, pretende-se também abrir um pouco o espectro e perceber de que forma é que este
modelo pode ser implementado, quais as suas limitações e as mudanças necessárias para que o
mesmo se torne possível. Será feito um enquadramento da temática, seguindo-se a definição de
objetivos, colocação de perguntas de partida e formulação de hipóteses. Seguidamente, será dado a
conhecer o Estado d’Arte relativo ao assunto em questão, abordando não só os conceitos basilares de
recrutamento nas suas variadas vertentes, mas também percebendo o conceito de NUTS, a sua
origem e alterações ao longo dos tempos. Posteriormente, serão, através do método qualitativo,
aplicadas entrevistas a dez participantes com funções que impactem ou sejam impactadas pelo
modelo de recrutamento atual, a fim de se perceber o estado do atual recrutamento, se há dificuldades
com este modelo, e se o modelo proposto poderá vir a mitigar essas mesmas dificuldades
Human Resources Management is undoubtedly one of the most important areas for the survival and vitality of organizations. There was a time when an organization's success was measured by meeting objectives, but today, this success takes into account factors such as the ability to attract, retain and expand its human capital. Recruitment, as a tool capable of attracting this talent, plays a key role in the survival of institutions, something which, however specific the mission of the Public Security Police, is also a concern and a point of research to be taken into account, so that the interests of the Security Force are aligned with the interests of its target audience. The aim is to understand the impact of a new recruitment model, based on a regional logic, on the attractiveness of the career of police officers. It also aims to open up the spectrum a little and understand how this model can be implemented, what its limitations are and what changes are needed to make it possible. The topic will be framed, followed by the definition of objectives, the posing of starting questions and the formulation of hypotheses. Next, the State of the Art on the subject will be presented, addressing not only the basic concepts of recruitment in its various aspects, but also understanding the concept of NUTS, its origin and changes over time. Subsequently, using the qualitative method, interviews will be carried out with ten participants with roles that impact or are impacted by the current recruitment model, in order to understand the state of current recruitment, whether there are difficulties with this model, and whether the proposed model could mitigate these difficulties.
