Abstract(s)
A crescente complexidade do contexto estratégico euro-atlântico exige uma resposta coordenada e eficiente por parte dos Estados-membros da União Europeia e da OTAN. Portugal e Espanha, enquanto vizinhos e parceiros, enfrentam ameaças partilhadas que justificam um reforço da cooperação bilateral no domínio da Defesa. Este trabalho analisa a cooperação bilateral entre as forças terrestres dos dois países, com o objetivo de propor um modelo de capacidade combinada interoperável e sinérgica, até 2030.
Seguindo um raciocínio indutivo e uma estratégia de investigação qualitativa, desenvolveu-se um estudo de caso, com recurso a técnicas de análise documental e entrevistas semiestruturadas a autoridades militares portuguesas, espanholas e da brigada Franco-Alemã. A recolha de dados permitiu avaliar o estado atual da cooperação militar bilateral, identificar limitações estruturais e explorar boas práticas em outros países.
Os resultados evidenciam a viabilidade de desenvolver capacidades combinadas, recomendando-se a criação de unidades temporárias no domínio da defesa antiaérea e a constituição de uma Brigada Ibérica, a BriIB. Ambas as propostas visam responder a objetivos comuns no quadro da OTAN e da EU, por parte dos dois países.
A investigação contribui para o reforço da interoperabilidade luso-espanhola, sugerindo um novo paradigma de cooperação sustentado numa estratégia clara e um modelo de execução faseado.
The growing complexity of the Euro-Atlantic strategic context requires a coordinated and efficient response from EU and NATO member states. Portugal and Spain, as neighbours and partners, face shared threats that justify strengthening cooperation in the field of defence. This paper analyses bilateral cooperation between the two countries land forces, with the aim of proposing a model of combined interoperable and synergistic capability by 2030. Following inductive reasoning and a qualitative research strategy, a case study was developed, using documentary analysis techniques and semi-structured interviews with Portuguese and Spanish military authorities and the Franco-German brigade. Data collection made it possible to assess the current state of bilateral military co-operation, identify structural limitations and explore good practices in other countries. The results show the feasibility of developing combined capabilities, recommending the creation of temporary units in the field of anti-aircraft defence and the creation of an Iberian Brigade, BriIB. Both proposals aim to fulfil common objectives within the framework of NATO and the EU, regarding the two countries. The research contributes to strengthening Portuguese-Spanish interoperability, suggesting a new paradigm for cooperation based on a clear strategy and a phased implementation model.
