A presente dissertação aborda o tema “Estratégias de Gestão e Reutilização de Embalagens no Setor Militar: Um Estudo sobre o Embalamento de Fardas na Base Central de Abastecimento de Angola (BCA)”, tendo como principal objetivo propor soluções sustentáveis e eficientes para a gestão das embalagens utilizadas no processo de aprovisionamento, acondicionamento e distribuição de fardamentos às tropas das Forças Armadas Angolanas (FAA). O estudo iniciou-se com uma revisão da literatura sobre militar, gestão de embalagens, logística reversa, economia circular e boas praticas de benchmarking, fornecendo o enquadramento teórico para a investigação, identificando os tipos de embalagens utilizadas, as práticas de reutilização existentes e os principais desafios enfrentados, designadamente os custos operacionais elevados, o desperdício de materiais e a ausência de um sistema formal de rastreabilidade. A metodologia adotada seguiu uma abordagem qualitativa, recorrendo a entrevistas semiestruturadas com quatro gestores da BCA (receção, armazenagem, expedição e transporte) e à análise documental. Para o tratamento da informação foi utilizada a técnica de análise de conteúdo de Bardin (2016), permitindo a identificação de categorias e padrões relevantes para o estudo. Os resultados evidenciaram fragilidades na gestão atual das embalagens, nomeadamente a inexistência de um ciclo formal de reutilização, falhas no controlo de stocks e custos anuais significativos com embalagens descartáveis (estimados em cerca de 49.800 USD/ano). Com base nessas constatações, foi elaborada uma proposta de melhoria, contemplando a introdução de embalagens reutilizáveis, a definição de procedimentos operacionais normalizados, a implementação de tecnologias de rastreabilidade e a monitorização contínua através de indicadores de desempenho. A análise financeira demostrou que a adoção de um sistema de reutilização poderá gerar poupanças anuais superiores a 25.000 USD, com retorno do investimento inferior a dois anos, para além de benefícios ambientais e maior eficiência logística. Conclui-se que a implementação das estratégias propostas permitirá a BCA reduzir custos, minimizar desperdícios, reforçar a rastreabilidade e alinhar-se com os princípios da sustentabilidade e da economia circular, tornando-se uma referência para outras organizações militares e civis em Angola.
This dissertation addresses the theme “Management and Reuse Strategies for Packaging in the Military Sector: A Case Study on Uniform Packaging at the Central Supply Base of Angola (BCA)”, with the main objective of proposing sustainable and efficient solutions for the management of packaging used in the procurement, storage, and distribution of uniforms to the Angolan Armed Forces (FAA) troops. The study began with a literature review on military logistics, packaging management, reverse logistics, circular economy, and benchmarking best practices, providing the theoretical framework for the research. Subsequently, the BCA and its logistics process were characterized, identifying the types of packaging used, existing reuse practices, and key challenges faced, such as high operational costs, material waste, and the lack of a formal traceability system. The methodology adopted followed a qualitative approach, using semi-structured interviews with four BCA managers (reception, storage, dispatch, and transport) and document analysis. Bardin’s content analysis technique (2016) was applied to process the data, allowing the identification of relevant categories and patterns. The results revealed weaknesses in the current packaging management system, namely the absence of a formal reuse cycle, failures in stock control, and significant annual costs with disposable packaging (estimated at around 49,800 USD/year). Based on these findings, an improvement proposal was developed, which includes the introduction of reusable packaging, the establishment of standard operating procedures, the implementation of traceability technologies, and continuous monitoring through performance indicators. The financial analysis demonstrated that the adoption of a reuse system could generate annual savings of over 25,000 USD, with a payback period of less than two years, in addition to environmental benefits and improved logistics efficiency. It is concluded that the implementation of the proposed strategies will allow BCA to reduce costs, minimize waste, strengthen traceability, and align with the principles of sustainability and circular economy, becoming a reference model for other military and civilian organizations in Angola.
