O presente Trabalho de Investigação Aplicada está subordinado ao tema “Serviço
de Administração Militar: Emergência, História e Desafios de Gestão de uma
Especialidade do Exército Português”.
O Serviço de Administração Militar foi ganhando importância no seio do
Exército ao longo da sua história, o que está diretamente associado à necessidade de uma Gestão de recursos mais eficiente. Posto isto, esta investigação visa estudar as principais alterações do Serviço de Administração Militar, o seu momento de origem e os principais desafios de Gestão que lhe estiveram acometidos ao longo dos tempos.
Os objetivos definidos para este trabalho pretendem obter uma resposta para as
perguntas derivadas levantadas, culminando com uma resposta à pergunta de partida.
A metodologia utilizada na elaboração deste trabalho respeitou as etapas
esquematizadas por Marie-Fabienne Fortin, tendo utilizado a recolha bibliográfica, observações diretas e os inquéritos por entrevista para a colheita de informação.
O Trabalho de Investigação encontra-se estruturado em seis capítulos. O
primeiro capítulo remete para o enquadramento teórico. O segundo descreve os procedimentos e metodologias utilizados. O terceiro elenca a evolução do conceito de Gestão e da Administração no Exército. O quarto capítulo fala da origem e evolução do Serviço ao longo dos tempos. O penúltimo capítulo demonstra os resultados obtidos junto dos interlocutores através dos inquéritos por entrevista. Por fim, são tecidas umas breves conclusões e algumas recomendações para futuras investigações nesta área.
Concluiu-se que o momento de origem do Serviço de Administração Militar foi
em 1895 com o término do curso por parte do primeiro aluno na Escola do Exército. Os
principais desafios de Gestão acometidos ao Serviço foram: o afastamento dos civis do
desempenho de funções, as diversas alterações da Direção do Serviço de Administração Militar, a informatização dos sistemas e a centralização de competências.
Abstract This Applied Research Work is entitled "Military Service Management: Emergency, History and Management Challenges of a speciality of the Portuguese Army." The Administration Service has been gaining importance within the Army throughout its history, which is directly linked to the need for more efficient management of resources. In other words this research aims to study the major changes in Military Administration Service, its moment of origin and its major management challenges that affected it over time. The goals set for this work seek an answer to the secondary questions raised, culminating with a response to the initial question. The methodology used in the preparation of this work complied with the steps outlined by Marie-Fabienne Fortin, having used the bibliographical research, direct observations and interview surveys to collect information. The Research Work is structured in six chapters. The first chapter refers to the theoretical framework. The second refers to the procedures and methodologies used. The third lists the evolution of the concept of Management and Administration in the Army. The fourth chapter discusses the origin and development of the service over time. The penultimate chapter shows the results obtained from the interlocutors through surveys interview. And finally, are woven some brief conclusions and some recommendations for future research in this area. It was concluded that the moment of origin of the Service was in 1895 with the completion of the course by the first student in the School of the Army. The major management challenges that affected the service were: the removal of civilians from the performance of duties, the various changes of the Direction of Military Administration Service, the computerization of systems and centralization of powers.
