Abstract(s)
O presente trabalho de investigação subordina-se ao tema “Caracterização do sistema
de Comunicação Interna na Guarda Nacional Republicana e identificação das boas práticas
de promoção da Cultura Organizacional”. O mesmo perspetiva entender o contributo da
Comunicação Interna para a construção e reforço da Cultura Organizacional, e procura
estreitar o compromisso organizacional entre o militar e a instituição.
O estudo foi desenvolvido de acordo com uma abordagem qualitativa,
materializando-se em entrevistas que procuraram recolher contributos da experiência de
Oficiais da Guarda Nacional Republicana, de Especialistas em Comunicação Interna, da
Docência Universitária e de Organizações que desenvolvem, reconhecidamente, esforços
nesta matéria. Assim, foi possível conjugar diferentes e enriquecedoras perspetivas da
Comunicação Interna.
A estrutura da investigação apresenta uma primeira fase, na qual se procura entender
a Organização pelo olhar da Comunicação Interna, conjugar essa realidade com a Identidade
e a Cultura Organizacional, e compreender de que forma estes elementos têm impacto no
Compromisso Organizacional dos colaboradores com a organização. A segunda fase da
investigação diz respeito ao trabalho de campo realizado em busca de contributos
enriquecedores para a investigação.
As conclusões prendem-se com a identificação dos objetivos de Comunicação
Interna, com os seus instrumentos, com as barreiras que se levantam no processo
comunicacional, com a planificação da Comunicação Interna e, por fim, com a Cultura e
Compromisso Organizacionais. Aqui retém-se que os principais objetivos de Comunicação
interna são informar, motivar, criar pertença e coesão, sempre subordinados à estratégia da
organização. Os instrumentos identificados pelos entrevistados pelo bom cumprimento da
missão da Comunicação Interna, foram a revista, newsletter e intranet, apesar de a Guarda
Nacional Republicana considerar este último não prioritário a curto prazo.
As barreiras que mais dificultam a missão da Comunicação Interna são a estrutura
hierárquica, o corte na comunicação ascendente e a gestão da organização. No entanto, de
acordo o Chefe da Divisão de Comunicação e Relações Públicas, e pela sua presença no board da Guarda Nacional Republicana, bem como a dependência direta da Comunicação
do General Comandante Geral, a barreira passível de ser levantada pela gestão, não se
verifica.
O plano de comunicação interna, construído de acordo com os elementos levantados
pelos entrevistados, deve apresentar-se alinhado com o plano de comunicação estratégica,
com a estratégia da organização, e corresponder às necessidades levantadas por um
diagnóstico, consolidado com controlo e avaliação periódicas. Embora na Guarda Nacional
Republicana a Comunicação Interna não encontre um plano físico onde veja estruturada toda
a sua atividade, a sua programação respeita os elementos apresentados.
Por fim, a Cultura Organizacional deve assentar nos valores e na missão da
organização, contribuindo assim para o fortalecimento do compromisso organizacional, que
requer o apelo aos valores institucionais, o reforço da comunicação ascendente e o
ajustamento dos instrumentos às necessidades identificadas.
This investigation is subordinated to the theme "Characterization of the internal communication system in the Republican National Guard and the identification of good practices to promote Organizational Culture". The investigation aims to understand the contribution of the Internal Communication to the construction and reinforcement of the Organizational Culture and seeks to narrow the organizational commitment between the military and the institution. The study was developed according to a qualitative approach, materializing in interviews that sought to collect contributions from the experience of Officers of the National Republican Guard, of Specialists in Internal Communication, of University Teachers and Organizations that knowingly develop efforts in this matter. Thus, it was possible to combine different and enriching perspectives of the Internal Communication. The structure of the research allows us to understand a first phase in which we seek to understand the Organization through the Internal Communication point of view; to combine this reality with the Identity and the Organizational Culture, and to understand how these elements have an impact on the Organizational Commitment of the employees with the organization. The second phase of the research concerns the field work carried out in search of enriching contributions to the research. The conclusions are related to the identification of the internal communication objectives, their instruments, the barriers that arise in the communication process, the planning of the internal communication and, finally, with the organizational culture and commitment. The main objectives of the internal communication are to inform, motivate and create belonging or cohesion, always linked to the strategy of the organization. The instruments identified by the interviewees for the good accomplishment of the internal communication mission were the magazine, newsletter and intranet. However, the Republican National Guard does not present the latter as a priority. The barriers that make the Internal Communication mission more difficult are the hierarchical structure, the cut in the upward communication and the management of the organization Through the presence of the person in charge of the Communication on the board of the National Republican Guard, the barrier raised by the management is not verified. The internal communication plan, built according to the elements raised by the interviewees, should present itself aligned with the strategic communication plan as well as with the organization's strategy, and also responding to the needs raised by a diagnosis and consolidated with control and periodical assessment. Although there is no verification of a physical plan in the Republican National Guard, the programming of the communication respects the presented elements. Finally, the organizational culture must be based on the values and on the mission of the organization, thus contributing to the strengthening of the organizational commitment that calls for the institutional values, the reinforcement of the upward communication and the adjustment of the instruments to the identified needs.
