Abstract(s)
A “Arsenal do Alfeite, SA” (AASA) desde a sua criação tem sido uma entidade
importante para a Marinha Portuguesa. É a solução para muitas das avarias com que os
navios da Marinha se vão confrontando. No entanto, alguma estagnação tecnológica da
empresa não tem ajudado e tem feito com o que a Marinha recorra ao exterior. Estes
acontecimentos revelam que as capacidades do Arsenal estão a ser subaproveitadas, e que
efetivamente não consegue solucionar todas as solicitações que a Marinha coloca.
O objetivo desta dissertação de mestrado é propor uma solução para a AASA através
da inovação e do governo desta. É fulcral à empresa que a mesma evolua e se recoloque no
mercado da indústria naval como uma das grandes empresas nacionais no sector. A inovação
pode ser a solução para um futuro sustentável e melhor posicionamento no mercado. A
criação de valor acrescentado é aquilo que o arsenal necessita, até para a procura de novos
investimentos e de novas parcerias.
Utilizou-se a Teoria das Restrições de Goldratt como abordagem dedutiva para o
entendimento do estado atual da inovação na empresa e utilizou-se o processo de
pensamento lógico para desenhar uma possível solução conducente a um futuro sustentado
pela inovação. É essencial que o governo da inovação fique a cargo da alta direção da empresa
e que a equipa da gestão seja a responsável pela passagem da mensagem verticalmente. Foram
criadas árvores lógicas que retratam a realidade atual e um possível futuro para a empresa.
No entanto foi necessário construir primeiro a árvore que delimita o sistema, o principal
objetivo a atingir, os fatores críticos para o sucesso do objetivo e as condições necessárias
para satisfazer os fatores e o objetivo principal. A árvore do objetivo foi o ponto de partida
para determinar o rumo que a organização deveria tomar.
As conclusões que se podem deduzir sugerem que a AASA deve apostar na inovação
com cautela e com um pensamento lógico subjacente. Deve ainda procurar usufruir dos
recursos que tem ao seu dispor de forma sustentável para que tenha espaço para pensar em
inovar. A administração deve assumir o governo da inovação e rumar à valorização da
empresa. A inovação deve ser encarada como uma responsabilidade de todos, no entanto
deve respeitar os valores e a missão da organização
The “Arsenal do Alfeite, SA” (AASA) since its creation has been an important entity for the Portuguese Navy. It has been the solution for many of the breakdowns the navy ships have. However, the company's technological stagnation has not helped and made the navy seek solutions abroad. These events suggest that AASA capabilities may be underutilized, but it effectively fails to solve the problems that the navy has revealed. The main goal of this master's thesis is to suggest a solution for the AASA through innovation and its governance. It is necessary for the company to evolve and reposition itself on the shipbuilding industry as one of the great national companies in his industry. Innovation can be the solution to a sustainable future increasing market prospects. The creation of added value is what the AASA needs, even in its search for new investments and new partnerships. Goldratt's Theory of Constraints (1992) is used to understand the current state of innovation within the company and the logical thinking process was used in the design of a solution towards a future supported on innovation. It is essential that the innovation governance may be adequately placed at the company's senior entities and that the management team may be responsible for passing the message across the company. Logical trees were created that portray the current reality and the possible future for the company, however it was necessary to first build the tree that delimits the system, the main objective to be achieved, the critical factors for success and the necessary conditions to satisfy such factors and the main goal. The goal tree was the starting point for determining the direction the organization should take. The conclusions that have been deduced suggest that AASA should bet on innovation with caution and with a logical thought behind it. They should also try to take advantage of the resources they have in a sustainable way so that they have space to think about innovating and that should not be left up to employees. The executive board should take over the governance of innovation in company as innovation must be seen as a responsibility of all, but it must be aligned with the values and mission of the organization.
