Este estudo examina a viabilidade e as implicações da implementação de Regimes de Trabalho Flexível nas Forças Armadas Portuguesas, analisando o seu potencial como forma de melhorar o desempenho organizacional e responder aos desafios de retenção de pessoal. Dado o dinamismo evolutivo do equilíbrio entre trabalho e vida pessoal e as necessidades estratégicas para práticas militares modernizadas, a pesquisa investiga tanto as oportunidades quanto as limitações associadas aos Regimes de Trabalho Flexíveis, aproveitando insights comparativos de entidades do setor público e organizações militares.
Utilizando uma metodologia qualitativa, a pesquisa integra marcos teóricos com dados empíricos, obtidos por meio de entrevistas com pessoal das Forças Armadas Portuguesas e estudos de caso de práticas similares nas forças armadas do Reino Unido e da Austrália. Os resultados revelam que os Regimes de Trabalho Flexíveis podem melhorar significativamente o equilíbrio entre trabalho e vida pessoal, potencialmente aumentando a satisfação no trabalho e a retenção de pessoal dentro das Forças Armadas. No entanto, a implementação desses arranjos apresenta desafios substanciais, principalmente devido aos requisitos operacionais rígidos e normas culturais inerentes às instituições militares.
Em conclusão o trabalho propõe a adoção das modalidades horário flexível, semanas de trabalho comprimidas e teletrabalho pelas Forças Armadas Portuguesas de forma a aproveitar o petencial de melhoria do desempenho organizacional e do incremento da atração e retenção de recursos humanos, tendo em conta a necessidade de superação do desafio de compatibilização dessas modalidades com a condição militar.
This study examines the feasibility and implications of implementing Flexible Work Arrangements in the Portuguese Armed Forces, focusing on their potential to improve organizational performance and address personnel retention challenges. Given the evolving dynamism of work-life balance and the strategic needs for modernized military practices, the research investigates both the opportunities and limitations associated with Flexible Work Arrangements, leveraging comparative insights from public sector entities and military organizations. Using a qualitative methodology, the research integrates theoretical frameworks with empirical data, obtained through interviews with personnel from the Portuguese Armed Forces and case studies of similar practices in the armed forces of the United Kingdom and Australia. The results reveal that Flexible Work Arrangements can significantly improve work-life balance, potentially increasing job satisfaction and personnel retention within the Armed Forces. However, implementing these arrangements presents substantial challenges, particularly due to the strict operational requirements and cultural norms inherent in military institutions. In conclusion, the work proposes the adoption of flexible working hours, compressed working weeks and teleworking by the Portuguese Armed Forces in order to take advantage of the potential for improving organizational performance and increasing the attraction and retention of human resources, taking into account the need for overcoming the challenge of making these modalities compatible with the military condition.
