Abstract(s)
A atual conjuntura mundial é diariamente contemplada com novos inputs propiciadores do adensar da sua complexidade, pelo que se procura encontrar o equilíbrio certo entre várias variáveis – entre estas, a dicotomia liberdade e segurança.
As novas tecnologias, uma larga fatia dos inputs, introduzem pertinentes discussões acerca de como deve ser encarada a sua imiscuição com a Administração e seus deveres para com os administrados, nomeadamente as questões ligadas ao dever Estatal de proporcionar e garantir segurança aos cidadãos.
Neste sentido, o presente estudo vem abordar em que medida as câmaras policiais de porte inidivual (CPPI), vulgarmente conhecidas como body-worn cameras, enquanto recém-nascida ferramenta tecnológica policial, podem ser um precioso e poderoso instrumento de auxílio para a atividade securitária da Polícia de Segurança Pública (PSP).
O comando e controlo (C2) e as CPPI foram objeto de avaliação com a definição do Painel Delphi constituído por 60 peritos de diversas áreas, os quais possibilitaram uma visão abrangente e esclarecedora sobre a temática.
Concluímos que os resultados se afiguram favoráveis à implementação desta ferramenta portátil de captação de imagem nos elementos operacionais da PSP, tendo as perspetivas dos peritos seguido em conformidade com a maior parte das vantagens apontadas pelos estudiosos da temática, especialmente em termos de transparência da atuação policial e de obtenção de meios de prova.
In the current world situation, which is daily provided with new inputs that increase it’s complexity, we try to find the correct balance between multiple variables – among those, the dichotomy liberty and security. New technologies, a large amount of the inputs introduce pertinent discussions about how their interference in the Administration as well as its duties towards administered, namely State’s duty to guarantee citizen’s safety, should be faced. The present study addresses the extent to which Body-Worn Cameras (BWC), as a new technological police tool, may be a precious and powerful implement to the Polícia de Segurança Pública (PSP) security activity. For this purpose, we collected literature from the Command and Control (C2) and BWC’s international scenery. Posteriorly we connected it to the results from the application, research and analysis of data from the inquiry applied to 60 experts, consolidated in a Delphi Panel. In conclusion those results seem to be favorable to the implementation of this tool on the PSP agents, being that the experts’ perspectives corroborated the advantages pointed out by the thematic scholars, especially in terms of transparency of police performance and taking of evidence.
