Abstract(s)
A criminalidade apresenta características complexas e dinâmicas, influenciadas por diversos
fatores, entre os quais, sociopolíticos, económicos e culturais. De modo que, é
imprescindível que o sistema de segurança interna da Guiné-Bissau tenha uma visão
integrada, envolvendo políticas públicas de prevenção e repressão que visem mitigar as
causas subjacentes ao crime. Nesta perspetiva, certamente que, um estudo sobre o sistema
de segurança interna da Guiné-Bissau: uma coordenação interoperacional entre órgãos de
polícia criminal, vai contribuir no desenvolvimento de um sistema mais simples e eficaz face
a essa realidade. Esta investigação tem como objetivo principal compreender e analisar o
funcionamento e a coordenação interoperacional entre os órgãos de polícia criminal do país.
Para o efeito, interessa identificar e caraterizar as instituições de polícias com competência
no domínio da investigação criminal e analisar e comparar o sistema de investigação criminal
da Guiné-Bissau e o da polícia portuguesa. Nisto, é utilizado o método comparativo que
permite analisar e comparar o sistema guineense e português. Após esta comparação,
observou-se que o sistema guineense embora inspirado no sistema português, apresenta
lacunas, por inexistência de uma lei de segurança interna e, consequente, falta dos
mecanismos de articulação entre multiplicidades dos atores que atuam no domínio da
segurança interna. Por essa carência, o sistema português demonstra ser um bom exemplo a
seguir, colmatando tais lacunas.
Crime has complex and dynamic characteristics, influenced by various factors, including socio-political, economic and cultural ones. It is therefore essential for Guinea-Bissau's internal security system to have an integrated vision, involving public prevention and repression policies aimed at mitigating the underlying causes of crime. From this perspective, a study on Guinea-Bissau's internal security system: interoperable coordination between criminal police bodies will certainly contribute to the development of a simpler and more effective system. The main aim of this research is to understand and analyse the functioning and interoperable coordination between the country's criminal police agencies. To this end, it is important to identify and characterise the police institutions with competence in the field of criminal investigation and to analyse and compare Guinea Bissau's criminal investigation system with that of the Portuguese police. The comparative method is used to analyse and compare the Guinea-Bissau and Portuguese systems. After this comparison, it was observed that the Guinean system, although inspired by the Portuguese system, has shortcomings due to the lack of an internal security law and, consequently, the lack of mechanisms for liaising between the many actors working in the field of internal security. Because of this shortcoming, the Portuguese system proves to be a good example to follow.
