A Amazónia Brasileira abriga abundantes recursos naturais e biodiversidade, para além de ser uma reserva extraordinária de água doce. A existência dessas riquezas reforça a necessidade de se priorizar a região em qualquer política ou estratégia de defesa do país, principalmente pelo facto de que a cobertura vegetal nela existente traz severas dificuldades à monitorização e controlo. Nesse contexto, e considerando que a região amazónica abrange também países vizinhos ao Brasil, alguns deles inclusive com problemas de maior gravidade, seria lícito supor que há iniciativas voltadas para uma cooperação multinacional para a segurança da área, mas estas são muito incipientes.
Assim, o trabalho teve como objetivo verificar o panorama geral das estratégias nacionais para a defesa das áreas fronteiriças de floresta amazónica do Brasil, Colômbia e Peru e a sua possibilidade de interação por meio de parcerias.
O procedimento metodológico utilizado passou pela análise das principais ameaças transfronteiriças presentes na região, pelo enfoque dado pelo Brasil para a área, principalmente no que se refere aos projetos e ações no contexto das estratégias da presença e dissuasão. Passou, também, pela tentativa de percecionar, no estudo das políticas de segurança e defesa do Peru e da Colômbia, como é abordada a segurança das fronteiras amazónicas nestes países, para então verificar a possibilidade de integração das ações dos dois Estados com o Brasil numa segurança cooperativa.
Um dos resultados atingidos que merece destaque é que as ameaças internas presentes no Peru e na Colômbia parecem influenciar fortemente seu planeamento em segurança e defesa, indicando que a prioridade talvez não esteja voltada para as fronteiras com o Brasil.
Foi possível, então, verificar-se que é perfeitamente viável o estabelecimento de uma segurança cooperativa para a região Amazónica, reforçando as estratégias brasileiras da presença e dissuasão, pois foram visualizadas medidas e recomendações em diversos níveis que contribuem neste sentido. O estudo também permitiu concluir que é de extrema importância para o Brasil considerar a prioridade dada pelos vizinhos para a segurança dessas fronteiras comuns, que tem potencial para interferir em qualquer cooperação estabelecida, e deve ser considerada pelo Brasil na elaboração de sua estratégia para a segurança da Amazónia Brasileira. Abstract: The Brazilian Amazon region has many natural resources and biodiversity, besides the fact that is an extraordinary reserve of fresh water. The existence of these wealthy means reinforces the necessity of prioritizing the region in any Brazilian defense policy or strategy, mainly due to the fact that the vegetal coverture brings strong difficulties to monitor and control the area. In this context, and considering that the Amazon region also reaches Brazilian neighboring countries, some of them with more serious problems, it is admissible to believe that there are initiatives aimed to security the area through multinational cooperation, but they are still very incipient.
Consequently, the objective of this monograph was to verify the general panorama of the national strategies to defend the border areas amongst Brazil, Colombia and Peru encompassed by the Amazon forest, as well as their possibility of interaction through partnerships.
The methodological procedure adopted was the analysis of the major boundary threats in the region, according to the Brazilian focus in the area, mainly in regards to the projects and activities in the context of presence and deterrence strategies. Another procedure was the attempt of perceiving, in the study of Peruvian and Colombian security and defense policies, the way they deal with the security in their Amazonian borders. Doing so, it can be verified the possibility of integration among the actions of these two states and Brazil, in a cooperative security way.
Among the results of the study, it can be highlighted that the internal threats in Peru and Colombia seem to strongly influence their planning in security and defense, which shows that their priorities maybe are not aimed to the borders with Brazil.
Therefore, it was possible to verify that is perfectly practicable the establishment of a cooperative security in the Amazon region, strengthening the presence and deterrence Brazilian strategies, because there are some steps and recommendations in various levels which lead to this way. The study also supported the conclusion that is very important for Brazil to consider the neighbors’ priority related to the security of the common borders, which can interfere in any cooperation established, and must be evaluated by the country in the elaboration of its strategy for the protection of the Brazilian Amazon region.
