A segurança rodoviária continua a estar na agenda política internacional e exige a atenção dos Estados, das organizações internacionais e dos atores do sistema rodoviário.
Sendo a mobilidade uma das necessidades básicas do ser humano, importa garantir e apoiar o seu progresso, no entanto, sinistralidade rodoviária continua a ter um enorme impacto na sociedade, envolvendo custos políticos, sociais, económicos, entre outros.
Em Portugal, a Guarda Nacional Republicana (GNR) é um ator indiscutível que poderá dar um importante contributo e participar com os seus resultados para um objetivo que é de todos: reduzir a sinistralidade em Portugal.
Esta investigação teve como objetivo analisar de que forma podem ser potenciados os contributos da GNR para a Estratégia “Visão Zero 2030”, pautando-se, metodologicamente, por um raciocínio dedutivo, estratégia qualitativa e desenho de pesquisa do tipo estudo de caso, recorrendo à análise documental e de conteúdo das entrevistas a 22 oficiais da GNR e a um painel de nove especialistas com conhecimento reconhecido na área em estudo.
Resultam como principais conclusões propostas de reajustamento orgânico, criação de novas capacidades, apoio de tecnologias emergentes, recurso à análise e gestão do risco, incentivo à partilha de informação e aumentar a cooperação e trabalho colaborativo.
Road safety remains on the international political agenda and requires the attention of states, international organizations, and actors in the road system. As mobility is one of the basic needs of human beings, it is important to ensure and support its progress. However, road accidents continue to have a huge impact on society, involving political, social, economic, and other costs. In Portugal, the National Republican Guard (GNR) is an undisputed actor that can make an important contribution and participate with its results in an objective that is for all: reducing accidents in Portugal. This research aimed to analyse how the contributions of the GNR to the "Vision Zero 2030" strategy can be enhanced, methodologically based on deductive reasoning, qualitative strategy, and case study research design, using documentary and content analysis of interviews with 22 GNR officials and a panel of nine recognized experts in the field of study. The main conclusions propose organic readjustment, creation of new capabilities, support for emerging technologies, use of risk analysis and management, encouragement of information sharing, and increase of cooperation and collaborative work.
