Abstract(s)
O terrorismo transnacional tem-se afirmado como uma das principais ameaças à
segurança internacional. Enquanto atores não estatais no Sistema Internacional, estes grupos
terroristas, quando presentes, têm influência na conduta da guerra, atribuindo-lhes um novo
caráter.
A presente investigação tem por objetivo analisar os impactos que o terrorismo
transnacional e as novas guerras produzem nas estratégias estrutural, genética e operacional
das Forças Armadas Portuguesas. Para tal, procuramos identificar uma estratégia associada
ao ator não-estatal Daesh e a forma como esta tipologia de ator terrorista influência as novas
guerras, com consequentes impactos nos conceitos estratégicos da OTAN, UE e de Portugal
e nos processos de planeamento militar dos mesmos.
Concluímos que o ator Daesh tem uma estratégia associada em ends, ways e means,
tendo influência nas novas guerras, por força da adaptação necessária à conjuntura do
presente. Verificou-se igualmente que esta influência está revertida nos documentos
estruturantes de Defesa e, consequentemente, na definição da estratégia genética e estrutural.
Quanto às Forças Armadas Portuguesas, identificou-se que estas possuem capacidades
para fazer face a cenários onde a ameaça terrorista está presente, com a possibilidade de
combater interna ou externamente. No entanto, existe margem para melhorar os processos
de atribuição de prioridades na edificação de capacidades que podem deixar algumas
medidas de combate ao terrorismo comprometidas. Abstract: Transnational terrorism has established itself as a major threat to international security. While non-state actors in the international system, these terrorist groups, when present, influence the conduct of the war, giving them a new character.
The present research aims to analyze the impacts that transnational terrorism and new
wars produce on the structural, genetic and operational strategies of the Portuguese Armed
Forces. In order to achieve this goal, we seek to identify Daesh strategy as non-state actor
and how this typology of terrorist actor influences the new wars, with consequent impacts
on the strategic concepts of NATO, EU and Portugal including on the military planning
processes of the same ones.
We conclude that Daesh as actor has an associated strategy in ends, ways and means,
having influence in the new wars, due to the necessary adaptation to the present conjuncture.
It was also found that this influence is reversed in the structural documents of Defense and,
consequently, in the definition of the genetic and structural strategy.
As for the Portuguese Armed Forces, it has been identified that these have capabilities
to deal with scenarios where the terrorist threat is present, with the possibility of fighting
internally or externally. However, there is scope to improve the processes of prioritizing
capacity building that may leave some counter-terrorism measures compromised.
