Abstract(s)
A história da humanidade está marcada pela violência entre os homens. Os líderes das
sociedades enquanto representantes de um poder instituído - político ou religioso - foram
sempre destinatários de ameaças de natureza difusa transformando-se amiúde em alvos das
mesmas.
Os atentados realizados contra esses dirigentes potenciaram a existência de conflitos
armados, modificaram regimes políticos e instalaram um clima de medo e de insegurança
em diversas sociedades europeias e mundiais, para além de depauperarem os fundamentos
dos Estados modernos.
As forças policiais, de natureza civilista, foram encarregues da segurança pessoal dos líderes
políticos nacionais, internacionais e de outros cidadãos quando sujeitos a uma ameaça
relevante.
Portugal atualmente é um país com índices de insegurança muito baixos e com uma atividade
terrorista praticamente inexistente e sem relatos de ataques concretizados contra altas
entidades nacionais ou estrangeiras, mas nem sempre assim foi.
O mundo em que vivemos, globalizado e complexo com uma criminalidade organizada,
transnacional e profissionalizada e com incontáveis terroristas “sem rosto” – cidadãos
anónimos, instiga-nos para continuarmos a proteger os representantes eleitos pelo povo
como um dos pilares fundamentais de qualquer sociedade, daí a importância da segurança
pessoal como um instrumento garantístico.
The history of humanity is marked by violence among men. The leaders of societies as representatives of institutional power – either political or religious - have always been the recipients of threats of a diffuse nature, themselves often becoming targets. The attacks against these leaders have increased the existence of armed conflicts, have changed political regimes and created a climate of fear and insecurity among several European and world societies, as well as diminishing the foundations of modern states. Police forces, of a civilian nature, have been given the responsibility of the close protection of national, international and other political leaders when subjected to a relevant threat. Portugal is presently a country with very low levels of insecurity and with almost no terrorist activity and no reports of attacks against high national or foreign organizations, though this hasn’t always been the case. The globalised and complex world we live in, with well-organized and transnational crime and countless "faceless" terrorists - anonymous citizens, encourages us to continue to protect elected representatives as one of the fundamental pillars of society, hence the importance of the close protection as a guarantee instrument.
